Preamble
By the Light of the Creator and under the solemn authority vested in the Sun Throne of Ra, in the presence of the Most Grand Imperial Court of the Aksum Imperium, the following Code of Justice is enacted for the Imperial Service.
Discipline and justice are the pillars of the Imperial Service. Without them, the unity of the Imperium would falter. This Code provides the law governing the conduct of all who serve the Crown, ensuring accountability, fairness, and the honor of the Order of the Imperium.
Part I — General Provisions
Article I — Purpose and Authority
Section 1. Purpose
The Imperial Service Code of Justice (ISCJ) exists to preserve discipline, order, loyalty, and justice within the Imperial Service (IS). It sets forth offenses, procedures, punishments, and appellate mechanisms for all IS personnel.
Section 2. Authority
(a) The ISCJ derives its authority from the Constitution of the Ninth Imperium, Imperial Decrees, and the supreme authority of the Emperor as Most Sovereign Grand Commander. (b) This Code is binding on all personnel subject to the Imperial Service, regardless of grade, rank, or position.
Article II — Applicability
Section 1. Service Members
The ISCJ applies to all members of the Imperial Service, including:
- Active-duty personnel.
- Reserve or auxiliary personnel.
- Members of any militia or paramilitary force formally recognized by the Imperium.
Section 2. Civilians and Contractors
(a) Civilian employees and contractors are subject to the ISCJ only when expressly stipulated by contract, decree, or governing law.
(b) Such jurisdiction shall be limited to conduct directly affecting the security, discipline, or operations of the Imperial Service.
Article III — Enforcement Jurisdiction
Section 1. General Enforcement
(a) The provisions of the ISCJ are enforceable by all relevant judicial and command authorities within the Imperial Service. (b) Enforcement includes investigation, apprehension, trial, and punishment of offenses under this Code.
Section 2. Concurrent and Superseding Jurisdiction
(a) In cases where service members are alleged to have violated laws under civilian or planetary jurisdiction, the ISCJ shall operate in conjunction with, and may supersede, the prevailing system when determined by Imperial Decree or agreement.
(b) The supremacy of Imperial law shall always be upheld unless expressly waived by the Emperor, the Grand Imperial Magnus, or the Imperial Council of Magistrates.
Article IV — Extraterritorial Application
Section 1. Scope
(a) The ISCJ applies to all Imperial Service personnel, regardless of location, including other planets, realms, or dimensions.
(b) Members of the IS are required to uphold the Code at all times, whether in Imperial territory or abroad.
Section 2. Relations with Local Law
(a) Service members shall respect local laws and customs unless they conflict with the ISCJ or Imperial obligations.
(b) In cases of conflict, Imperial law and the ISCJ shall prevail.
Article V — Amendments and Revisions
Section 1. Process
(a) Amendments and revisions to the ISCJ may be enacted by Imperial Decree upon recommendation of the Grand King, Grand Regent General, or Grand Justiciar.
(b) All changes shall be immediately binding upon promulgation.
Section 2. Duty of Awareness
Commanding officers are responsible for disseminating updates and ensuring compliance. Ignorance of changes to the ISCJ shall not be a defense.
Article VI — Duty of Obedience
All IS members shall obey lawful orders, policies, regulations, directives, edicts, and decrees issued from superiors. Failure to do so constitutes a punishable offense under this Code.
Article VII — Oaths
Section 1. Oath of Office
(a) All members of the Imperial Service shall swear an oath upon induction and again upon promotion to IS-17 or higher.
(b) The Oath of Office is as follows: "I, [Name], do solemnly swear by the Light of the Creator and under the sacred authority of the Sun Throne of Ra, to uphold and defend the Constitution of the Aksum Imperium, to enforce the decrees of the Emperor with honor and unwavering loyalty, to safeguard the stability, security, and prosperity of the Imperium, to serve the citizens and realms of the Imperium with justice, compassion, and diligence, to act with integrity in all duties, protecting the weak and upholding the law, and to dedicate my life to the defense and progress of the Aksum Imperium. BY STRENGTH AND COURAGE!!!"
Section 2. Oath of Allegiance
(a) Knights of the Order of the Imperium shall swear allegiance upon elevation to Knighthood.
(b) The Oath of Allegiance is as follows: "I, [Name], kneel before the Sun Throne of Ra and the sacred authority of the Emperor, to swear my unyielding allegiance to the Aksum Imperium and its eternal light. I pledge my life, my strength, and my honor to the defense and service of the Imperium, to uphold the virtues of loyalty, courage, and justice in all my actions, to protect the innocent, defend the weak, and enforce the laws of the Imperium with unwavering resolve. As a Knight of the Order of the Imperium, I vow to serve with humility and strength, to stand as a shield for the Emperor and a sword against the enemies of peace, and to embrace the mantle of leadership and duty entrusted to me by the Order of the Imperium. Part II — Jurisdiction of Imperial Service Courts and Tribunals
Article IX — General Jurisdiction
Section 1. Scope of Jurisdiction
(a) Imperial Service courts and tribunals operating under the ISCJ have jurisdiction over all offenses defined within this Code.
(b) This jurisdiction applies to all personnel subject to the ISCJ as defined in Part I.
(c) Jurisdiction extends to all acts or omissions committed by Imperial Service members, whether within or outside the territorial boundaries of the Aksum Imperium.
Article X — Types of Courts and Tribunals
Section 1. Classification
Imperial Service courts and tribunals shall be constituted in the following forms:
- Summary Tribunal — for minor offenses, streamlined procedures, limited punishments.
- Special Tribunal — for intermediate offenses, broader punishments, greater due process protections.
- General Tribunal — for the most serious offenses, with full judicial procedure and maximum punishments available under the ISCJ.
Section 2. Relationship to Civil Authorities
(a) Imperial Service tribunals have primary jurisdiction over offenses defined in this Code.
(b) In cases involving both IS and civil violations, concurrent jurisdiction may be exercised subject to Imperial Decree or mutual legal agreements.
Article XI — Authority to Convene Tribunals
Section 1. Convening Authority
(a) The authority to convene tribunals rests with designated commanding officers or other officials of sufficient grade as prescribed by the ISCJ and accompanying directives.
(b) The Emperor, Grand King, Grand Regent General, and Service Grand Commanders in Chief retain inherent convening authority.
Section 2. Responsibility of Convening Authority
Commanders convening tribunals shall ensure impartiality, procedural fairness, and adherence to the ISCJ. Abuse of convening authority is punishable as an offense under this Code.
Article XII — Special Jurisdiction Provisions
Section 1. Discipline and Operational Cases
Imperial Service courts and tribunals have special jurisdiction in cases concerning:
- Breaches of discipline.
- Security violations.
- Operational offenses during deployments.
- Conduct affecting readiness or effectiveness.
Section 2. Civilians Under ISCJ Jurisdiction
(a) Civilians subject to the ISCJ (see Part I, Article II) may be tried by Imperial Service tribunals for offenses affecting the security or discipline of the Imperial Service.
(b) Such cases require the approval of the Grand Justiciar or the Imperial Council of Magistrates.
Article XIII — Appeals and Higher Tribunals
Section 1. Tribunal of Appeals
(a) Decisions of Imperial Service tribunals may be appealed to the Imperial Service Tribunal of Appeals (ISTA).
(b) The ISTA is the highest appellate body within the Imperial Service.
Section 2. Review by the Council of Magistrates
(a) If the ISTA issues a non-unanimous decision, the case may be taken up by the Imperial Council of Magistrates.
(b) The Council may affirm, overturn, or remand the decision.
(c) Its decisions are final unless reviewed by the Emperor.
Article XIV — Extraterritorial and Joint Jurisdiction
Section 1. Extraterritorial Application
(a) In operations beyond Imperial territory, Imperial Service courts shall retain jurisdiction over all IS personnel.
(b) This applies regardless of local or foreign jurisdiction, unless otherwise directed by Imperial Decree.
Section 2. Joint Operations
(a) In joint operations with allied or external forces, jurisdiction shall be exercised in accordance with agreements approved by the Emperor or the Grand King.
(b) Shared jurisdiction must preserve the supremacy of the ISCJ in matters affecting Imperial Service personnel.
Part III — Offenses
Article XV — Desertion
Section 1. Definition
Any Imperial Service (IS) member who, without authority, leaves or remains absent from their post or duty station with intent to remain away permanently.
Section 2. Elements
(a) That the accused absented themselves from their unit, organization, or duty station; (b) That such absence was without authority; (c) That the intent was to remain away permanently.
Section 3. Maximum Punishment
- Dismissal; - Confinement up to 2 IS years (8 Earth months); - Reduction to lowest grade.
Section 4. Adjudication
- General Tribunal required.
Article XVI — Absence Without Leave (AWOL)
Section 1. Definition
Any IS member who, without authority, fails to go to, or goes from, their appointed place of duty.
Section 2. Elements
(a) That the accused was required to be at a certain place of duty; (b) That the accused failed to go, went from, or remained absent without authority.
Section 3. Maximum Punishment
- Confinement up to 3 IS months (1 Earth month); - Reduction up to one grade.
Section 4. Adjudication
- NJP for minor cases; - Tribunal required for absences exceeding 3 IS days.
Article XVII — Failure to Obey a Lawful Order
Section 1. Definition
Any IS member who willfully disobeys or neglects to obey a lawful order issued by a superior.
Section 2. Elements
(a) That a lawful order was given by a superior; (b) That the accused knew of the order; (c) That the accused failed or refused to obey.
Section 3. Maximum Punishment
- Confinement up to 6 IS months (2 Earth months); - Reduction up to two grades.
Section 4. Adjudication
- May be adjudicated by Special Tribunal; - NJP for minor disobedience.
Article XVIII — Insubordination
Section 1. Definition
Any IS member who is disrespectful in language or behavior, or physically resists or assaults a superior officer.

(a) That the victim was a superior officer; (b) That the accused was subject to that officer’s authority; (c) That the accused acted with insubordination.
Section 3. Maximum Punishment
- Confinement up to 9 IS months (3 Earth months); - Reduction up to two grades.

- Tribunal required; - NJP not authorized for physical assault.
Article XIX — Disrespect Toward Superiors
Section 1. Definition
Any IS member who uses contemptuous words or gestures toward a superior.
Section 2. Elements
(a) That the victim was a superior; (b) That the accused used contemptuous words or gestures; (c) That the act was willful.
Section 3. Maximum Punishment
- Confinement up to 3 IS months (1 Earth month); - Reduction up to one grade.

Article XX — Contempt Toward the Crown

Any IS member who uses contemptuous words against the Emperor, Empress, Grand King, or Grand Regent General.

(a) That the accused used contemptuous words; (b) That the words were directed against the Crown; (c) That the act was willful.
Section 3. Maximum Punishment

Article XXI — Mutiny
Section 1. Definition
Any IS member who, with intent to overthrow authority, combines with others to resist lawful orders or usurp command.

Article XXII — Sedition
Section 1. Definition
Any IS member who promotes disloyalty, revolt, or insurrection against the Imperium or its institutions.

Article XXIII — Conduct Unbecoming an IS Member
Section 1. Definition
Any IS member who engages in conduct unbecoming the honor and integrity of the Imperial Service.

(a) That the accused engaged in dishonorable or indecent conduct; (b) That such conduct discredited the Imperial Service.
Section 3. Maximum Punishment

Article LXXXVIII — Conspiracy
Section 1. Definition
Any IS member who conspires with others to commit an offense.
Section 2. Elements
(a) That the accused conspired with one or more persons; (b) That the purpose was to commit an offense; (c) That at least one overt act was committed.
Section 3. Maximum Punishment
- Same as offense conspired, except not to exceed full punishment.
Section 4. Adjudication
- Tribunal required.
Article LXXXIX — Solicitation
Section 1. Definition
Soliciting another to commit an offense under the ISCJ.
Section 2. Elements
(a) That the accused solicited another; (b) That the purpose was to commit an offense.
Section 3. Maximum Punishment
- Same as offense solicited, except not to exceed 2/3 of maximum punishment.

Article XC — Aiding and Abetting
Section 1. Definition
Assisting, encouraging, or facilitating another in committing an offense.

(a) That the accused aided, abetted, or encouraged another; (b) That the offense was committed or attempted.

Part IV — Procedures
Article XCI — Non-Judicial Punishment (NJP)
Section 1. Authority
Service Grand Commanders in Chief are authorized to impose NJP for minor offenses without convening a tribunal, GCICs may issue directives, policies, or regulations covering the delegation to impose NJP and internal procedures for handling such.
Section 2. Scope
NJP may include reprimands, reduction in grade (up to two), extra duties, restriction, and confinement not exceeding 10 IS days (approx. 3 Earth days).
Section 3. Rights of the Accused
(a) The accused must be informed of the charges; (b) The accused has the right to present evidence and make a statement; (c) The accused may appeal the NJP to the next higher commander.
Article XCII — Summary Tribunal
Section 1. Jurisdiction
Summary Tribunals handle minor offenses beyond NJP authority but not warranting full special tribunals.
Section 2. Composition
Convened by a Service Grand Commander in Chief; presided over by one senior officer (IS-24 or above).
Section 3. Powers
May impose confinement up to 30 IS days (10 Earth days), reduction up to three grades, and forfeiture of pay for one IS month.
Article XCIII — Special Tribunal
Section 1. Jurisdiction
Special Tribunals adjudicate intermediate offenses requiring more serious proceedings.
Section 2. Composition
Panel of three members, at least IS-22 or above, appointed by convening authority.
Section 3. Powers
May impose confinement up to 6 IS months (2 Earth months), dismissal from position, or reduction to lowest grade.
Article XCIV — General Tribunal

General Tribunals adjudicate the most serious offenses under the ISCJ, including treason, murder, and espionage.

Article XCV — Convening Authority
Section 1. Authority to Convene
The power to convene tribunals resides with the Emperor, the Grand King, the Grand Regent General, Service Grand Commanders in Chief, and Domain Marshals.
Section 2. Responsibilities
Convening authorities ensure impartial panels, fair proceedings, and compliance with ISCJ procedures.
Article XCVI — Appeals and Appellate Tribunals
Section 1. Right to Appeal
Any IS member convicted by tribunal has the right to appeal the decision.
Section 2. Appellate Structure
(a) Summary and Special Tribunal appeals go to the Service-level Appellate Tribunal. (b) General Tribunal appeals go to the Imperial Service Tribunal of Appeals (ISTA). (c) If the ISTA decision is not unanimous, the Imperial Council of Magistrates may review the case.

Appellate bodies may affirm, reverse, modify, or remand cases for retrial.
Article XCVII — Technical Control (TECHCON)
Section 1. Definition
Certain IS functions may be exercised under Technical Control (TECHCON) for specialized oversight, without transfer of operational command.

Examples include intelligence, medical, legal, or logistical functions.
Section 3. Limitation
TECHCON does not authorize independent command; authority remains with operational commanders.
Article XCVIII — Legal Counsel and Representation
Section 1. Rights of the Accused
(a) The accused is entitled to legal counsel at all tribunals. (b) Representation may be by an Imperial Advocate, another qualified IS member, or approved civilian counsel.
Section 2. Duties of Counsel
Counsel shall zealously represent the accused, preserve confidentiality, and follow ISCJ rules of procedure.
Article XCIX — Witnesses and Evidence
Section 1. Witness Rights
Witnesses may be compelled to testify unless excused for privilege or security reasons.
Section 2. Evidence Standards
Evidence must be relevant, reliable, and lawfully obtained. Classified evidence may be reviewed in camera by tribunal authority.
Article C — Sentencing and Punishments
Section 1. Proportionality
Punishments shall be proportionate to the offense and consistent with ISCJ maximums.
Section 2. Aggravating and Mitigating Factors
Tribunals may consider duty performance, prior record, and intent when determining sentence.
Section 3. Post-Sentence Review
All sentences shall be reviewed by the convening authority for legality and appropriateness before execution.
Part VI — Punishments
Article CVIII — Authorized Punishments
Section 1. General Authority
Punishments under this Code shall be limited to those authorized herein or by Imperial Decree.

Article CIX — Maximum Punishments by Tribunal Level

(a) Confinement up to 10 IS days (approx. 3 Earth days). (b) Reduction of up to two grades. (c) Restriction or extra duties not exceeding 15 IS days. (d) Reprimand (oral or written).
Section 2. Summary Tribunal
(a) Confinement up to 30 IS days (approx. 10 Earth days). (b) Reduction up to three grades. (c) Forfeiture of pay for one IS month.
Section 3. Special Tribunal
(a) Confinement up to 6 IS months (2 Earth months). (b) Reduction to the lowest enlisted grade. (c) Forfeiture of pay and allowances up to 3 IS months. (d) Suspension or removal from command.
Section 4. General Tribunal
(a) Confinement up to the maximum prescribed for the offense. (b) Reduction to lowest grade. (c) Dismissal or discharge. (d) Forfeiture of all pay, honors, awards, or titles. (e) Expulsion from Orders of the Imperium, if applicable.
Article CX — Confinement Rules
Section 1. Duration
(a) Confinement shall be served in an Imperial Service detention facility or other designated secure location. (b) Time in pre-trial confinement shall be credited toward sentence.
Section 2. Conversion of Time
One Earth day equals three IS days for the purposes of sentencing.
Section 3. Custody and Oversight
The Grand Constable, through the Imperial Police Service, shall ensure custody, care, and lawful treatment of confined personnel.
Article CXI — Reduction in Grade
Section 1. Authority
Tribunals may reduce an offender’s grade consistent with limits set forth in Article CIX.
Section 2. Effect
Reduction results in loss of pay, privileges, and status associated with the higher grade.
Article CXII — Forfeiture of Pay and Allowances
Section 1. Scope
Tribunals may order forfeiture of pay and allowances consistent with maximum punishments authorized.
Section 2. Exceptions
Forfeiture shall not deprive dependents of essential support unless expressly adjudged.
Article CXIII — Reprimands and Suspensions
Section 1. Reprimands
(a) Oral or written reprimands may be issued by NJP, tribunals, or commanding authorities. (b) Written reprimands shall be filed in the service record.
Section 2. Suspensions
Suspension from duty or command may be imposed when retention in current position endangers good order or discipline.
Article CXIV — Dismissal and Discharge
Section 1. Authority
General Tribunals may adjudge dismissal (for officers) or discharge (for enlisted personnel).
Section 2. Types
(a) Honorable Discharge — not punitive. (b) Administrative Discharge — issued for misconduct or failure of suitability. (c) Dismissal or Dishonorable Discharge — punitive, reserved for grave offenses.
Article CXV — Forfeiture of Honors, Awards, and Titles
Section 1. Authority
General Tribunals may adjudge forfeiture of honors, awards, or titles for misconduct.
Section 2. Effect
Forfeiture shall be recorded in Imperial Archives and reported to the Council of Nobility if applicable.
Article CXVI — Expulsion from Orders
Section 1. Authority
General Tribunals may expel members from the Order of the Imperium or any subordinate Order.
Section 2. Effect
Expulsion results in loss of knighthood or chivalric status, privileges, and honors.
Article CXVII — Combinations of Punishments
Section 1. Authority
Tribunals may impose combinations of punishments unless expressly prohibited.

Part VII — Appellate and Oversight Provisions
Article CXVIII — Right to Appeal

(a) Hear appeals from NJP, Summary Tribunals, and Special Tribunals. (b) Composed of three officers IS-24 or higher, appointed by the relevant Service Grand Commander in Chief.
Section 2. Imperial Service Tribunal of Appeals (ISTA)
(a) Highest appellate tribunal within the Imperial Service. (b) Hears appeals from General Tribunals and cases referred by Service-level Appellate Tribunals. (c) Composed of five senior officers IS-27 or higher, chaired by the Grand Arbiter or designee.
Section 3. Decisions
Appellate Tribunals may affirm, reverse, modify, or remand cases for rehearing.
Article CXX — Council of Magistrates Review
Section 1. Jurisdiction
The Imperial Council of Magistrates may review cases decided by the ISTA when the ISTA decision is not unanimous.
Section 2. Authority
The Council may affirm, reverse, or remand; its decision is final unless overruled by Imperial Decree.
Article CXXI — Oversight by the Grand Justiciar
Section 1. Role
The Grand Justiciar shall oversee the lawful administration of the ISCJ, ensuring consistency and compliance across all tribunals.
Section 2. Powers
(a) May conduct audits of tribunal proceedings. (b) May recommend corrective action to the Grand King or Grand Regent General. (c) May direct training and education on ISCJ compliance.
Article CXXII — Oversight by the Crown
Section 1. Supreme Authority
The Emperor retains ultimate authority over all matters under this Code.
Section 2. Powers
(a) May intervene in any case at any stage. (b) May grant clemency, commutation, or pardon. (c) May order rehearing or review when necessary to preserve justice or discipline.
Article CXXIII — Records and Archives
Section 1. Maintenance
All tribunal proceedings, appellate decisions, and punishments shall be recorded in the official archives of the Imperial Service.
Section 2. Custodian
The Grand Keeper of Seals and Archives shall serve as custodian of tribunal records.
Section 3. Access
Records may be released only with authorization of the Emperor, the Grand King, or the Grand Justiciar.
Part VIII — Final Provisions
Article CXXIV — Supremacy of the Code
Section 1. Relationship to Imperial Law
This Code is subordinate to the Constitution of the Ninth Imperium and to Imperial Decrees issued by the Emperor.

Where conflicts arise between this Code and other laws or regulations, the higher authority governs.
Article CXXV — Amendments and Revisions

Article CXXVI — Dissemination and Training

The Imperial Service Training and Education Command shall incorporate the ISCJ into its curricula for all members, from induction through advanced courses.
Article CXXVII — Duty of Compliance
Section 1. Obligation
All members of the Imperial Service, regardless of grade, shall be bound by and held accountable under this Code.
Section 2. Enforcement
Failure to comply with the provisions of this Code is punishable as an offense under the ISCJ.
Article CXXVIII — Effective Date
Section 1. Promulgation
This Code shall take effect immediately upon promulgation by Imperial Decree.
