Preamble
By the Light of the Creator and under the solemn authority vested in the Sun Throne of Ra, in the presence of the Most Grand Imperial Court of the Aksum Imperium, the following Code of Justice is enacted for the Imperial Service.
Discipline and justice are the pillars of the Imperial Service. Without them, the unity of the Imperium would falter. This Code provides the law governing the conduct of all who serve the Crown, ensuring accountability, fairness, and the honor of the Order of the Imperium.
Part I — General Provisions
Article I — Purpose and Authority
Section 1. Purpose
The Imperial Service Code of Justice (ISCJ) exists to preserve discipline, order, loyalty, and justice within the Imperial Service (IS). It sets forth offenses, procedures, punishments, and appellate mechanisms for all IS personnel.
Section 2. Authority
(a) The ISCJ derives its authority from the Constitution of the Ninth Imperium, Imperial Decrees, and the supreme authority of the Emperor as Most Sovereign Grand Commander. (b) This Code is binding on all personnel subject to the Imperial Service, regardless of grade, rank, or position.
Article II — Applicability
Section 1. Service Members
The ISCJ applies to all members of the Imperial Service, including:
- Active-duty personnel.
- Reserve or auxiliary personnel.
- Members of any militia or paramilitary force formally recognized by the Imperium.
Section 2. Civilians and Contractors
(a) Civilian employees and contractors are subject to the ISCJ only when expressly stipulated by contract, decree, or governing law.

Article III — Enforcement Jurisdiction
Section 1. General Enforcement
(a) The provisions of the ISCJ are enforceable by all relevant judicial and command authorities within the Imperial Service. (b) Enforcement includes investigation, apprehension, trial, and punishment of offenses under this Code.
Section 2. Concurrent and Superseding Jurisdiction
(a) In cases where service members are alleged to have violated laws under civilian or planetary jurisdiction, the ISCJ shall operate in conjunction with, and may supersede, the prevailing system when determined by Imperial Decree or agreement.
(b) The supremacy of Imperial law shall always be upheld unless expressly waived by the Emperor, the Grand Imperial Magnus, or the Imperial Council of Magistrates.
Article IV — Extraterritorial Application
Section 1. Scope
(a) The ISCJ applies to all Imperial Service personnel, regardless of location, including other planets, realms, or dimensions.
(b) Members of the IS are required to uphold the Code at all times, whether in Imperial territory or abroad.
Section 2. Relations with Local Law
(a) Service members shall respect local laws and customs unless they conflict with the ISCJ or Imperial obligations.
(b) In cases of conflict, Imperial law and the ISCJ shall prevail.
Article V — Amendments and Revisions
Section 1. Process
(a) Amendments and revisions to the ISCJ may be enacted by Imperial Decree upon recommendation of the Grand King, Grand Regent General, or Grand Justiciar.
(b) All changes shall be immediately binding upon promulgation.
Section 2. Duty of Awareness
Commanding officers are responsible for disseminating updates and ensuring compliance. Ignorance of changes to the ISCJ shall not be a defense.
Article VI — Duty of Obedience
All IS members shall obey lawful orders, policies, regulations, directives, edicts, and decrees issued from superiors. Failure to do so constitutes a punishable offense under this Code.
Article VII — Oaths
Section 1. Oath of Office
(a) All members of the Imperial Service shall swear an oath upon induction and again upon promotion to IS-17 or higher.
(b) The Oath of Office is as follows: "I, [Name], do solemnly swear by the Light of the Creator and under the sacred authority of the Sun Throne of Ra, to uphold and defend the Constitution of the Aksum Imperium, to enforce the decrees of the Emperor with honor and unwavering loyalty, to safeguard the stability, security, and prosperity of the Imperium, to serve the citizens and realms of the Imperium with justice, compassion, and diligence, to act with integrity in all duties, protecting the weak and upholding the law, and to dedicate my life to the defense and progress of the Aksum Imperium. BY STRENGTH AND COURAGE!!!"
Section 2. Oath of Allegiance
(a) Knights of the Order of the Imperium shall swear allegiance upon elevation to Knighthood.
(b) The Oath of Allegiance is as follows: "I, [Name], kneel before the Sun Throne of Ra and the sacred authority of the Emperor, to swear my unyielding allegiance to the Aksum Imperium and its eternal light. I pledge my life, my strength, and my honor to the defense and service of the Imperium, to uphold the virtues of loyalty, courage, and justice in all my actions, to protect the innocent, defend the weak, and enforce the laws of the Imperium with unwavering resolve. As a Knight of the Order of the Imperium, I vow to serve with humility and strength, to stand as a shield for the Emperor and a sword against the enemies of peace, and to embrace the mantle of leadership and duty entrusted to me by the Order of the Imperium. BY STRENGTH AND COURAGE!!!"
Article VIII — Relation to Imperial Law
This Code is subordinate to the Constitution of the Ninth Imperium and Imperial Decrees. In case of conflict, higher authority governs.
Part II — Jurisdiction of Imperial Service Courts and Tribunals
Article IX — General Jurisdiction
Section 1. Scope of Jurisdiction
(a) Imperial Service courts and tribunals operating under the ISCJ have jurisdiction over all offenses defined within this Code.
(b) This jurisdiction applies to all personnel subject to the ISCJ as defined in Part I.
(c) Jurisdiction extends to all acts or omissions committed by Imperial Service members, whether within or outside the territorial boundaries of the Aksum Imperium.
Article X — Types of Courts and Tribunals
Section 1. Classification
Imperial Service courts and tribunals shall be constituted in the following forms:
- Summary Tribunal — for minor offenses, streamlined procedures, limited punishments.
- Special Tribunal — for intermediate offenses, broader punishments, greater due process protections.
- General Tribunal — for the most serious offenses, with full judicial procedure and maximum punishments available under the ISCJ.
Section 2. Relationship to Civil Authorities
(a) Imperial Service tribunals have primary jurisdiction over offenses defined in this Code.
(b) In cases involving both IS and civil violations, concurrent jurisdiction may be exercised subject to Imperial Decree or mutual legal agreements.
Article XI — Authority to Convene Tribunals
Section 1. Convening Authority
(a) The authority to convene tribunals rests with designated commanding officers or other officials of sufficient grade as prescribed by the ISCJ and accompanying directives.
(b) The Emperor, Grand King, Grand Regent General, and Service Grand Commanders in Chief retain inherent convening authority.
Section 2. Responsibility of Convening Authority
Commanders convening tribunals shall ensure impartiality, procedural fairness, and adherence to the ISCJ. Abuse of convening authority is punishable as an offense under this Code.
Article XII — Special Jurisdiction Provisions
Section 1. Discipline and Operational Cases
Imperial Service courts and tribunals have special jurisdiction in cases concerning:
- Breaches of discipline.
- Security violations.
- Operational offenses during deployments.
- Conduct affecting readiness or effectiveness.
Section 2. Civilians Under ISCJ Jurisdiction

Section 1. Tribunal of Appeals
(a) Decisions of Imperial Service tribunals may be appealed to the Imperial Service Tribunal of Appeals (ISTA).
(b) The ISTA is the highest appellate body within the Imperial Service.
