Preamble

By the Light of the Creator and under the solemn authority vested in the Sun Throne of Ra, in the presence of the Most Grand Imperial Court of the Aksum Imperium, the following Code of Justice is enacted for the Imperial Service.

Discipline and justice are the pillars of the Imperial Service. Without them, the unity of the Imperium would falter. This Code provides the law governing the conduct of all who serve the Crown, ensuring accountability, fairness, and the honor of the Order of the Imperium.

Part I — General Provisions

Article I — Purpose and Authority

Section 1. Purpose

The Imperial Service Code of Justice (ISCJ) exists to preserve discipline, order, loyalty, and justice within the Imperial Service (IS). It sets forth offenses, procedures, punishments, and appellate mechanisms for all IS personnel.

Section 2. Authority

(a) The ISCJ derives its authority from the Constitution of the Ninth Imperium, Imperial Decrees, and the supreme authority of the Emperor as Most Sovereign Grand Commander. (b) This Code is binding on all personnel subject to the Imperial Service, regardless of grade, rank, or position.

Article II — Applicability

Section 1. Service Members

The ISCJ applies to all members of the Imperial Service, including:

  • Active-duty personnel.
  • Reserve or auxiliary personnel.
  • Members of any militia or paramilitary force formally recognized by the Imperium.
Section 2. Civilians and Contractors

(a) Civilian employees and contractors are subject to the ISCJ only when expressly stipulated by contract, decree, or governing law.

(b) Such jurisdiction shall be limited to conduct directly affecting the security, discipline, or operations of the Imperial Service.

Article III — Enforcement Jurisdiction

Section 1. General Enforcement

(a) The provisions of the ISCJ are enforceable by all relevant judicial and command authorities within the Imperial Service. (b) Enforcement includes investigation, apprehension, trial, and punishment of offenses under this Code.

Section 2. Concurrent and Superseding Jurisdiction

(a) In cases where service members are alleged to have violated laws under civilian or planetary jurisdiction, the ISCJ shall operate in conjunction with, and may supersede, the prevailing system when determined by Imperial Decree or agreement.

(b) The supremacy of Imperial law shall always be upheld unless expressly waived by the Emperor, the Grand Imperial Magnus, or the Imperial Council of Magistrates.

Article IV — Extraterritorial Application

Section 1. Scope

(a) The ISCJ applies to all Imperial Service personnel, regardless of location, including other planets, realms, or dimensions.

(b) Members of the IS are required to uphold the Code at all times, whether in Imperial territory or abroad.

Section 2. Relations with Local Law

(a) Service members shall respect local laws and customs unless they conflict with the ISCJ or Imperial obligations.

(b) In cases of conflict, Imperial law and the ISCJ shall prevail.

Article V — Amendments and Revisions

Section 1. Process

(a) Amendments and revisions to the ISCJ may be enacted by Imperial Decree upon recommendation of the Grand King, Grand Regent General, or Grand Justiciar.

(b) All changes shall be immediately binding upon promulgation.

Section 2. Duty of Awareness

Commanding officers are responsible for disseminating updates and ensuring compliance. Ignorance of changes to the ISCJ shall not be a defense.

Article VI — Duty of Obedience

All IS members shall obey lawful orders, policies, regulations, directives, edicts, and decrees issued from superiors. Failure to do so constitutes a punishable offense under this Code.

Article VII — Oaths

Section 1. Oath of Office

(a) All members of the Imperial Service shall swear an oath upon induction and again upon promotion to IS-17 or higher.

(b) The Oath of Office is as follows: "I, [Name], do solemnly swear by the Light of the Creator and under the sacred authority of the Sun Throne of Ra, to uphold and defend the Constitution of the Aksum Imperium, to enforce the decrees of the Emperor with honor and unwavering loyalty, to safeguard the stability, security, and prosperity of the Imperium, to serve the citizens and realms of the Imperium with justice, compassion, and diligence, to act with integrity in all duties, protecting the weak and upholding the law, and to dedicate my life to the defense and progress of the Aksum Imperium. BY STRENGTH AND COURAGE!!!"

Section 2. Oath of Allegiance

(a) Knights of the Order of the Imperium shall swear allegiance upon elevation to Knighthood.

(b) The Oath of Allegiance is as follows: "I, [Name], kneel before the Sun Throne of Ra and the sacred authority of the Emperor, to swear my unyielding allegiance to the Aksum Imperium and its eternal light. I pledge my life, my strength, and my honor to the defense and service of the Imperium, to uphold the virtues of loyalty, courage, and justice in all my actions, to protect the innocent, defend the weak, and enforce the laws of the Imperium with unwavering resolve. As a Knight of the Order of the Imperium, I vow to serve with humility and strength, to stand as a shield for the Emperor and a sword against the enemies of peace, and to embrace the mantle of leadership and duty entrusted to me by the Order of the Imperium. BY STRENGTH AND COURAGE!!!"

Article VIII — Relation to Imperial Law

This Code is subordinate to the Constitution of the Ninth Imperium and Imperial Decrees. In case of conflict, higher authority governs.

Part II — Jurisdiction of Imperial Service Courts and Tribunals

Article IX — General Jurisdiction

Section 1. Scope of Jurisdiction

(a) Imperial Service courts and tribunals operating under the ISCJ have jurisdiction over all offenses defined within this Code.

(b) This jurisdiction applies to all personnel subject to the ISCJ as defined in Part I.

(c) Jurisdiction extends to all acts or omissions committed by Imperial Service members, whether within or outside the territorial boundaries of the Aksum Imperium.

Article X — Types of Courts and Tribunals

Section 1. Classification

Imperial Service courts and tribunals shall be constituted in the following forms:

  • Summary Tribunal — for minor offenses, streamlined procedures, limited punishments.
  • Special Tribunal — for intermediate offenses, broader punishments, greater due process protections.
  • General Tribunal — for the most serious offenses, with full judicial procedure and maximum punishments available under the ISCJ.
Section 2. Relationship to Civil Authorities

(a) Imperial Service tribunals have primary jurisdiction over offenses defined in this Code.

(b) In cases involving both IS and civil violations, concurrent jurisdiction may be exercised subject to Imperial Decree or mutual legal agreements.

Article XI — Authority to Convene Tribunals

Section 1. Convening Authority

(a) The authority to convene tribunals rests with designated commanding officers or other officials of sufficient grade as prescribed by the ISCJ and accompanying directives.

(b) The Emperor, Grand King, Grand Regent General, and Service Grand Commanders in Chief retain inherent convening authority.

Section 2. Responsibility of Convening Authority

Commanders convening tribunals shall ensure impartiality, procedural fairness, and adherence to the ISCJ. Abuse of convening authority is punishable as an offense under this Code.

Article XII — Special Jurisdiction Provisions

Section 1. Discipline and Operational Cases

Imperial Service courts and tribunals have special jurisdiction in cases concerning:

  • Breaches of discipline.
  • Security violations.
  • Operational offenses during deployments.
  • Conduct affecting readiness or effectiveness.
Section 2. Civilians Under ISCJ Jurisdiction

(a) Civilians subject to the ISCJ (see Part I, Article II) may be tried by Imperial Service tribunals for offenses affecting the security or discipline of the Imperial Service.

(b) Such cases require the approval of the Grand Justiciar or the Imperial Council of Magistrates.

Article XIII — Appeals and Higher Tribunals

Section 1. Tribunal of Appeals

(a) Decisions of Imperial Service tribunals may be appealed to the Imperial Service Tribunal of Appeals (ISTA).

(b) The ISTA is the highest appellate body within the Imperial Service.

Section 2. Review by the Council of Magistrates

(a) If the ISTA issues a non-unanimous decision, the case may be taken up by the Imperial Council of Magistrates.

(b) The Council may affirm, overturn, or remand the decision.

(c) Its decisions are final unless reviewed by the Emperor.

Article XIV — Extraterritorial and Joint Jurisdiction

Section 1. Extraterritorial Application

(a) In operations beyond Imperial territory, Imperial Service courts shall retain jurisdiction over all IS personnel.

(b) This applies regardless of local or foreign jurisdiction, unless otherwise directed by Imperial Decree.

Section 2. Joint Operations

(a) In joint operations with allied or external forces, jurisdiction shall be exercised in accordance with agreements approved by the Emperor or the Grand King.

(b) Shared jurisdiction must preserve the supremacy of the ISCJ in matters affecting Imperial Service personnel.

Part III — Offenses

Article XV — Desertion

Section 1. Definition

Any Imperial Service member who, without authority, absents themselves from their unit, post, or duty station with the intent to remain away permanently.

Section 2. Elements

(a) That the accused absented themselves from their unit, post, or duty station.

(b) That such absence was without authority.

(c) That the accused intended to remain away permanently.

Section 3. Maximum Punishment

Dismissal or discharge from the Imperial Service.

Confinement up to 9 IS months (3 Earth months).

Reduction up to two grades.

Loss of honors, decorations, and awards.

Section 4. Adjudication

General Tribunal required.

May not be adjudicated by Non-Judicial Punishment (NJP).

Article XVI — Absence Without Leave (AWOL)

Section 1. Definition

Any Imperial Service member who, without authority, absents themselves from their unit, post, or duty station with intent to return.

Section 2. Elements

(a) That the accused absented themselves from their unit, post, or duty station.

(b) That such absence was without authority.

(c) That the accused did not intend to remain away permanently.

Section 3. Maximum Punishment

Confinement up to 3 IS months (1 Earth month).

Reduction up to one grade.

Forfeiture of half pay for 2 IS months.

Section 4. Adjudication

May be adjudicated at the Summary or Special Tribunal level.

May be handled as NJP for minor cases.

Article XVII — Failure to Obey a Lawful Order

Section 1. Definition

Any Imperial Service member who fails to obey or deliberately disobeys a lawful order issued by a superior authority.

Section 2. Elements

(a) That a lawful order was issued by a superior.

(b) That the accused knew of the order.

(c) That the accused failed or refused to obey the order.

Section 3. Maximum Punishment

Bad Conduct Discharge.

Confinement up to 30 IS days (10 Earth days).

Reduction up to two grades.

Flagging of favorable actions for 30 IS days.

Section 4. Adjudication

May be imposed as Non-Judicial Punishment (NJP) by Service Grand Commanders in Chief.

Tribunal required for dismissal or confinement greater than 10 IS days.

Article XVIII — Insubordination

Section 1. Definition

Any Imperial Service member who behaves with contempt, disrespect, or defiance toward a superior officer or authority.

Section 2. Elements

(a) That the accused knew the individual was a superior officer or authority.

(b) That the accused used contemptuous words or actions, or willfully defied lawful authority.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Section 4. Adjudication

Requires Special or General Tribunal.

May not be adjudicated by NJP if the act involves physical defiance or threat.

Article XIX — Disrespect Toward Superiors

Section 1. Definition

Any Imperial Service member who uses contemptuous language, gestures, or conduct toward a superior officer or non-commissioned officer, outside of direct defiance or insubordination.

Section 2. Elements

(a) That the accused knew the individual was a superior officer or non-commissioned officer.

(b) That the accused acted with disrespect, contempt, or derision in words, gestures, or demeanor.

Section 3. Maximum Punishment

Reduction up to one grade.

Confinement up to 15 IS days (5 Earth days).

Extra duties or restrictions for up to 30 IS days.

Section 4. Adjudication

May be handled at NJP.

Tribunal required if dismissal or confinement is sought.

Article XX — Mutiny or Sedition

Section 1. Definition

Any Imperial Service member who, with intent to overthrow lawful authority, combines with others to resist or usurp command, or incites rebellion against the Imperium.

Section 2. Elements

(a) That the accused combined with others to defy or overthrow authority, OR incited others to do so. (b) That such action was against lawful Imperial authority. (c) That the intent was to resist, overthrow, or subvert command.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Confinement up to 1 IS year (4 Earth months).

Reduction to lowest grade.

Permanent bar from Imperial honors.

Section 4. Adjudication

General Tribunal required.

May not be adjudicated by NJP.

Article XXI — Conduct Unbecoming an Imperial Service Member

Section 1. Definition

Any act or omission by an Imperial Service member that dishonors the Imperium, brings discredit upon the Imperial Service, or violates standards of honor, integrity, and loyalty.

Section 2. Elements

(a) That the accused committed acts or omissions. (b) That such conduct violated the standards of honor, discipline, or loyalty expected of IS members. (c) That the conduct was prejudicial to the reputation of the Imperial Service.

Section 3. Maximum Punishment

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Letter of Censure or dismissal.

Section 4. Adjudication

May be handled by Tribunal or NJP depending on severity.

Article XXII — Misbehavior Before the Enemy

Section 1. Definition

Any Imperial Service member who misbehaves in the face of the enemy by running away, abandoning post, or failing to act with courage and duty.

Section 2. Elements

(a) That the accused was present in the face of the enemy. (b) That the accused misbehaved by cowardice, neglect, or abandonment. (c) That such conduct endangered the mission or fellow personnel.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Confinement up to 9 IS months (3 Earth months).

Reduction to lowest grade.

Section 4. Adjudication

Requires Special or General Tribunal.

Article XXIII — Cowardice in Battle

Section 1. Definition

Any Imperial Service member who, through fear, fails to fight or abandons their duty in battle.

Section 2. Elements

(a) That the accused was engaged in combat or imminent combat. (b) That the accused abandoned duty or failed to act due to fear.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Confinement up to 6 IS months (2 Earth months).

Reduction to lowest grade.

Section 4. Adjudication

Requires General Tribunal.

Article XXIV — Unauthorized Surrender or Abandonment of Post

Section 1. Definition

Any Imperial Service member who, without authority, surrenders command, posts, ships, or stations, or abandons them in violation of duty.

Section 2. Elements

(a) That the accused surrendered or abandoned a post, ship, or station. (b) That such surrender or abandonment was without authority. (c) That the conduct endangered the mission or the Imperium.

Section 3. Maximum Punishment

Dismissal.

Confinement up to 9 IS months (3 Earth months).

Reduction to lowest grade.

Section 4. Adjudication

Requires General Tribunal.

Article XXV — Unauthorized Absence from Battle

Section 1. Definition

Any Imperial Service member who, during battle or imminent combat, absents themselves without authority.

Section 2. Elements

(a) That the accused absented themselves during battle or imminent combat. (b) That such absence was without authority.

Section 3. Maximum Punishment

Confinement up to 3 IS months (1 Earth month).

Reduction up to two grades.

Section 4. Adjudication

May be adjudicated by Special Tribunal.

Article XXVI — Neglect of Duty

Section 1. Definition

Any Imperial Service member who negligently fails to perform assigned duties.

Section 2. Elements

(a) That the accused had a duty to perform. (b) That the accused failed to perform that duty. (c) That such failure was due to neglect.

Section 3. Maximum Punishment

Confinement up to 15 IS days (5 Earth days).

Reduction up to one grade.

Extra duties for up to 30 IS days.

Section 4. Adjudication

May be adjudicated as NJP.

Tribunal required for confinement beyond 15 IS days.

Article XXVII — Dereliction of Command Authority

Section 1. Definition

Any Imperial Service commander who, through neglect or misconduct, fails to supervise subordinates, maintain readiness, or exercise proper authority.

Section 2. Elements

(a) That the accused held command authority. (b) That the accused failed to properly supervise or exercise authority. (c) That such failure endangered discipline, readiness, or mission success.

Section 3. Maximum Punishment

Removal from command.

Confinement up to 3 IS months (1 Earth month).

Reduction up to two grades.

Section 4. Adjudication

Requires Special or General Tribunal.

Article XXVIII — Improper Use or Abuse of Authority

Section 1. Definition

Any Imperial Service member who misuses lawful authority for personal gain, unauthorized purposes, or in violation of Imperial directives.

Section 2. Elements

(a) That the accused held lawful authority. (b) That the accused misused that authority for improper or unauthorized purposes.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Section 4. Adjudication

Requires Special Tribunal.

Article XXIX — Abuse of Subordinates

Section 1. Definition

Any Imperial Service member who subjects subordinates to cruelty, maltreatment, or unwarranted punishment.

Section 2. Elements

(a) That the accused held authority over subordinates. (b) That the accused engaged in cruelty, maltreatment, or unwarranted punishment.

Section 3. Maximum Punishment

Reduction up to two grades.

Confinement up to 3 IS months (1 Earth month).

Loss of command eligibility.

Section 4. Adjudication

May be adjudicated by Tribunal.

Article XXX — Drunkenness or Substance Abuse on Duty

Section 1. Definition

Any Imperial Service member who, while on duty, is intoxicated or impaired due to alcohol or controlled substances.

Section 2. Elements

(a) That the accused was on duty. (b) That the accused was intoxicated or impaired.

Section 3. Maximum Punishment

Confinement up to 1 IS month (10 Earth days).

Reduction up to one grade.

Extra duties or restrictions for up to 30 IS days.

Section 4. Adjudication

May be adjudicated by NJP.

Tribunal required for dismissal or confinement beyond 1 IS month.

Article XXXI — Malingering

Section 1. Definition

Any Imperial Service member who feigns illness, injury, or incapacity to avoid duty, service, or deployment.

Section 2. Elements

(a) That the accused pretended to be ill, injured, or incapacitated. (b) That the intent was to avoid duty, service, or deployment.

Section 3. Maximum Punishment

Confinement up to 3 IS months (1 Earth month).

Reduction up to one grade.

Extra duties for up to 30 IS days.

Section 4. Adjudication

May be adjudicated by Tribunal.

Article XXXII — Treason

Section 1. Definition

Any Imperial Service member who levies war against the Imperium, or aids its enemies with intent to overthrow Imperial authority.

Section 2. Elements

(a) That the accused committed acts of war against the Imperium, OR (b) That the accused knowingly aided enemies of the Imperium. (c) That the intent was to overthrow or subvert Imperial authority.

Section 3. Maximum Punishment

Dismissal from the Imperial Service.

Permanent loss of titles, honors, or citizenship.

Confinement up to 3 IS years (1 Earth year).

Section 4. Adjudication

General Tribunal required.

Article XXXIII — Espionage

Section 1. Definition

Any Imperial Service member who, with intent or knowledge, delivers classified information to unauthorized persons, powers, or enemies.

Section 2. Elements

(a) That the accused obtained, possessed, or delivered classified information. (b) That such delivery was to unauthorized persons, powers, or enemies. (c) That the accused acted knowingly and willfully.

Section 3. Maximum Punishment

Dismissal.

Confinement up to 2 IS years (8 Earth months).

Loss of security clearance permanently.

Section 4. Adjudication

General Tribunal required.

Article XXXIV — Unauthorized Disclosure of Classified Information

Section 1. Definition

Any Imperial Service member who, through negligence or recklessness, discloses classified information without authorization.

Section 2. Elements

(a) That the accused possessed classified information. (b) That the accused disclosed it without authorization. (c) That the disclosure was negligent or reckless.

Section 3. Maximum Punishment

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Loss of clearance.

Section 4. Adjudication

May be adjudicated by Special Tribunal.

Article XXXV — Aiding the Enemy

Section 1. Definition

Any Imperial Service member who knowingly gives intelligence, supplies, or aid to enemies of the Imperium.

Section 2. Elements

(a) That the accused provided aid, intelligence, or supplies. (b) That the recipient was an enemy of the Imperium. (c) That the accused acted knowingly.

Section 3. Maximum Punishment

Dismissal.

Confinement up to 2 IS years (8 Earth months).

Reduction to lowest grade.

Section 4. Adjudication

General Tribunal required.

Article XXXVI — Harboring the Enemy

Section 1. Definition

Any Imperial Service member who shelters or conceals an enemy, knowing them to be such.

Section 2. Elements

(a) That the accused sheltered or concealed a known enemy.

(b) That the act was intentional and unauthorized.

Section 3. Maximum Punishment

Confinement up to 1 IS year (4 Earth months).

Reduction up to two grades.

Section 4. Adjudication

Special or General Tribunal required.

Article XXXVII — Collusion with Foreign Powers

Section 1. Definition

Any Imperial Service member who, without authorization, enters into agreements, negotiations, or exchanges with foreign powers or entities.

Section 2. Elements

(a) That the accused engaged in unauthorized communication or agreements.

(b) That the counterpart was a foreign power or entity.

Section 3. Maximum Punishment

Confinement up to 9 IS months (3 Earth months).

Dismissal for grave cases.

Section 4. Adjudication

Tribunal required.

Article XXXVIII — Sabotage

Section 1. Definition

Any Imperial Service member who deliberately damages, destroys, or obstructs Imperial Service equipment, facilities, or operations.

Section 2. Elements

(a) That the accused damaged, destroyed, or obstructed property or operations.

(b) That the act was deliberate.

Section 3. Maximum Punishment

Dismissal.

Confinement up to 1 IS year (4 Earth months).

Reduction to lowest grade.

Section 4. Adjudication

General Tribunal required.

Article XXXIX — Attempted Sabotage

Section 1. Definition

Any Imperial Service member who attempts, but fails, to commit sabotage.

Section 2. Elements

(a) That the accused intended to commit sabotage.

(b) That the accused took steps toward its completion.

(c) That the sabotage was not completed.

Section 3. Maximum Punishment

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Section 4. Adjudication

May be adjudicated by Special Tribunal.

Article XL — Unauthorized Communications with the Enemy

Section 1. Definition

Any Imperial Service member who communicates with an enemy, directly or indirectly, without authorization.

Section 2. Elements

(a) That the accused communicated with an enemy.

(b) That the communication was unauthorized.

Section 3. Maximum Punishment

Confinement up to 3 IS months (1 Earth month).

Reduction up to one grade.

Section 4. Adjudication

NJP for minor cases.

Tribunal for grave cases.

Article XLI — Spying

Section 1. Definition

Any Imperial Service member who, in time of war or conflict, acts as a spy for enemy forces.

Section 2. Elements

(a) That the accused collected intelligence.

(b) That such collection was for the enemy.

(c) That the accused acted under disguise or secrecy.

Section 3. Maximum Punishment

Dismissal.

Confinement up to 2 IS years (8 Earth months).

Section 4. Adjudication

General Tribunal required.

Article XLII — False Official Statements

Section 1. Definition

Any Imperial Service member who wrongfully takes, steals, or misappropriates Imperial property.

(a) That the accused wrongfully took or misappropriated property. (b) That such property belonged to the Imperium.

Section 3. Maximum Punishment

Confinement up to 9 IS months (3 Earth months).

Reduction up to two grades.

Restitution of property or value.

Section 4. Adjudication

May be adjudicated by Tribunal.

Article XLV — Loss, Damage, or Wrongful Disposition of Imperial Property

Section 1. Definition

Any Imperial Service member who, through neglect, misconduct, or wrongful disposition, causes loss or damage to Imperial property.

Section 2. Elements

(a) That the accused lost, damaged, or wrongfully disposed of property. (b) That such property belonged to the Imperium. (c) That the act was negligent or intentional.

Section 3. Maximum Punishment

Confinement up to 6 IS months (2 Earth months).

Reduction up to two grades.

Restitution for the property.

Section 4. Adjudication

May be adjudicated by NJP for minor cases.
