Subject: Imperial Service Rank Conversion and Command Structure Update
1. Purpose
This policy outlines the conversion of rank designations within the Imperial Service and updates to the command structure, effective immediately.
2. Rank Conversion
The following actions are directed for the conversion of ranks within the Imperial Service:
- IS-0: Individuals awaiting entry
- IS-1 to IS-4: Individuals in grades R-1 to R-4
- IS-5: Individuals in grade E-1
- IS-6: Individuals in grade E-2
- IS-7: Individuals in grade E-3
- IS-8: Individuals in grades E-4 and O-1
- IS-9: Individuals in grades E-5 and O-2
- IS-10: Individuals in grades E-6 and O-3
- IS-11: Individuals in grades E-7 and O-4
- IS-12: Individuals in grades E-8 and O-5
- IS-13: Individuals in grades E-9 and O-6
- IS-14: Individuals in grades E-10 to E-13 and O-7 (determined by position, Time in Grade (TIG), and Time in Service (TIS))
- IS-15 to IS-16: Individuals in grades E-14 to E-17 and O-8 (determined by position, TIG, and TIS)
- IS-17: Individuals in grade O-9
- IS-18: Individuals in grade O-10
- IS-19: Individuals in grade O-11
- IS-20: Individuals in grade O-12
- IS-21: Individuals in grade O-13
- IS-22: Individuals in grade O-14
- IS-23: Individuals in grade O-15
- IS-24 to IS-25: Individuals in grade O-16 (determined by position, TIG, and TIS)
- IS-26 to IS-29: Individuals in grade O-17 (determined by position, TIG, and TIS)
- IS-29 to IS-30: Individuals in grade O-18 (determined by position, TIG, and TIS)
- IS-31: Individuals in grade O-19
- IS-32: Individuals in grade O-20
- IS-33: Individuals in grade O-21
3. Time in Grade (TIG) Adjustment
TIG will be adjusted to the closest Earth Equinox/Solstice as follows:
- March 22nd to June 21st: New DOR is June 21st
- June 22nd to September 21st: New DOR is September 21st
- September 22nd to December 21st: New DOR is December 21st
- December 22nd to March 21st: New DOR is March 21st
All new promotion dates shall be on the dates stated above unless otherwise directed by Supreme Imperial Command. This standardization is to coincide with promotion boards and timelines.
4. Command Structure Update
The following updates to the command structure are approved:
- The Imperial Guard Service is now a Major Service of the Imperial Service, elevating the Grand Seneschal to the same level as the other Command Council members.
The Imperial Service Command Council now consists of:
- The Emperor, Grand Sovereign, and Most Sovereign Grand Commander
- The Grand King and Sovereign Grand Commander
- The Grand Chamberlain and Vice Sovereign Grand Commander
- The Vice Grand Chamberlain and Deputy Sovereign Grand Commander
- The Grand Viceroy, and Chief of the Imperial Viceroy Service
- The Grand Legate, Chief of the Imperial Staff
- The Grand Seneschal, Grand Commander in Chief of the Imperial Guard Service
- The Grand Marshal, Grand Commander in Chief of the Imperial Defense and Security Service
- The Grand Chancellor, Grand Commander in Chief of the Imperial Governance and Diplomatic Service
The IS Training and Education Command and the IS Support Command are now subordinate commands of the IS HQ Command.
5. Order Issuance Responsibility
Commanders or their designees are responsible for issuing all orders up to two levels below the commander, not counting deputies.
6. Change of Command Ceremonies
All Changes of Command ceremonies are reviewed by a commander two levels above the commanders and officiated by the next higher commander of that changing command. The senior adjutant/administrative officer will provide IS Administration with a schedule of changes of command.
7. Promotion Boards
Commanders will convene promotion boards based on the ranks from which they have authority to promote, as follows:
- MSGC: No promotion board needed to promote
- SGC: No promotion board needed to promote, must have approval from MSGC for promotions IS-28 to IS-31
- VSGC: No promotion board required, may promote up to IS-24 without approval of the SGC or MSGC
- Major Service Commanders/Chiefs: May promote all grades below IS-20 without approval of the MSGC, SGC, and VSGC.
8. Dual Promotion Requirement
Individuals promoted in an IS rank must also be promoted in the appropriate Order rank for the rank to take effect. This applies in reverse as well. Grand Masters at all levels have the authority to promote Order ranks up to two levels below them; all others must be approved by the next higher Grand Master.
