Subject: Promotion and Promotion Board Policy

General Policy

Promotions within the Imperial Service are based on merit, time in grade (TIG), and demonstrated leadership capabilities. Promotion eligibility is reviewed bi-annually.

Promotion Eligibility

  1. Performance Evaluation: Must meet or exceed expectations in the last two performance reviews.
  2. Leadership Potential: Demonstrated through command assignments and successful completion of leadership training programs.

May be granted for TIS or TIG by the next higher level commander.

Promotion Boards

Board Composition:

  • Boards are composed of senior officers, including a mix of Major Service Commanders and IS Administration officials.
  • Each board must include at least one member one grade above the rank/grade under consideration.

Board Responsibilities:

  • Review candidate’s service record, performance evaluations, and leadership potential.
  • Conduct interviews with candidates where necessary.
  • Recommend candidates for promotion based on their overall merit and potential for higher responsibilities.

Promotion Authority

  • IS-00 to IS-04: Promoted administratively by the commander at the lowest level.
  • IS-05 to IS-09: Require a local board by a commander in the grade of IS-15 and above.
  • IS-10 to IS-14: Promoted by a board convened by commanders in the grade of IS-20 and above.
  • IS-15 to IS-19: Promoted by a board convened by commanders in the grade of IS-25 and above.
  • IS-20 to IS-24: Promoted by a board convened by Major Service Commanders and above.
  • IS-25 to IS-28: Promoted by a board convened by the Sovereign Grand Commander.

Major Service Commanders: Can promote up to IS-20 without additional approval. Vice Sovereign Grand Commander (VSGC): Can promote up to IS-24 without additional approval. Sovereign Grand Commander (SGC): Can promote up to IS-27 with approval from the Most Sovereign Grand Commander (MSGC). Most Sovereign Grand Commander (MSGC): Final authority for promotions from IS-28 to IS-31.

Grand Masters and Order Promotions

  • Individuals promoted in an IS rank must also be promoted in the appropriate Order rank for the IS rank to take effect.
  • Grand Masters can promote order ranks up to two levels below them; higher promotions require approval from the next higher Grand Master.

Promotion Notification

Promoted individuals will receive formal notification from IS Administration or the administrative officer/adjutant within their commands, including details of their new responsibilities and any required training for their new role.

Implementation

This policy is effective immediately and supersedes all previous promotion policies. Commanders are responsible for ensuring compliance with this policy and for conducting promotion boards in a fair and timely manner.
