Imperial Decree #26: The Imperial Orders of Aksum

I, Rasim Aeon, Sovereign of the Aksum Imperium, by the Light of the Creator, and in the presence of this Imperial Magnus, do hereby reestablish these Orders of Knighthood of the Aksum Imperium and listed by precedence:

The Most Sovereign and Imperial Order of Aksum as the primary order of Knighthood in Aksum. Membership is nominated by a subordinate or lesser order, the head of a sovereign house, or by direct appointment of the Sovereign.

The Sovereign Ancient and Imperial Order of the Sphinx. Membership is by invitation only. Requests for membership results in automatic disqualification.

The Sovereign and Imperial Order of the Guardian. Membership is through nomination after service in the Imperial Guard or by direct appointment of the Sovereign.

The Sovereign and Imperial Order of the Black and Gold Lion. Membership is for high and long service in the Imperial Government.

The Sovereign and Imperial Order of the Golden Scales. Membership is for individuals wishing to practice law (rp) in Aksum.

The Sovereign and Imperial Order of the Fasces. For long and faithful service as a legislator at the Imperial, State, or local level.

The Sovereign and Imperial Order of the Brazen Eagle. For service in the Imperial Chambers.

The Noble and Imperial Order of the Imperium. For general service in the Imperium. It shall be the main entry point for obtaining nobility and/or knighthood.

The Noble and Imperial Order of the Owl. For those in the education/teaching profession.

Each order shall have its own place within these forums and on Imperium lands. They shall have limited jurisdiction to police its members. Only procedures to join shall be displayed publicly. The works of the orders shall remain private to them. However, membership does not exempt from prosecution of Aksum laws.

The Supreme Grand Council of the Orders of Aksum shall serve as the supreme governing body for all orders established in Aksum. It is delegated the authority to issue charters of dispensation for the establishment of new orders. This does not relinquish Imperial Prerogative.

The Sovereign shall be the Grand Master of all the above listed orders for the time being. All prior appointments to leadership in the particular orders are rescinded until a complete review of historical documents and a new directive or regulation is issued.

The colors, ranks, and devices of the Order shall be published separately and directly to the Orders.

The Grand Viceroy and Grand Chamberlain are appointed to the Grand Council of the Order of Aksum along with myself.

No Knighthoods are rescinded but those under investigation and observation by the Inquisitor General remain in place unless the results are unfavorably reported to the Grand Council.

All business of the above orders are secret and sacred to the related order and to the Grand Council. Any discussion of the business of the above orders except when delegated, deputized, or directed to do so, will result in expulsion of any and all orders.

Imperial Decree #27: Imperial Chartered Organizations

I, Rasim, issue an Imperial Charter to the following organizations:

The Universal Church of Aksum which is to be a spiritual based church teaching and espousing universal truths, and accept the role as the titutlar head, however, an actual head shall be selected in a manner decided by the church. Arnia Doucet is recognized as its initial leader.

The Church of the Divine Star which is to be a spiritual based church focusing on women with special arcane skills. I accept there request to be the Right Worshipful Patron. Ichida Nakamura is named the initial leader.

These organizations are subject to Aksum Law but as any religious or spiritual based organization, shall not be persecuted. They will be regulated by the Imperial Government but under the protection of the Imperial Seal as placed by this Sovereign.

When a third church is established, the position of Grand Archon shall be reinstated along with the Ecclesiastic Council.

Imperial Decree #28: Nobility Investiture

I, Rasim, Sovereign of the Imperium and Emperor, Decree the following

That, Cebiscus Aeon, the son of the Sovereign is declared an Imperial Crown Prince and Heir to the Imperial Throne. He shall sit in all councils with the Sovereign and Grand Viceroy, he is expected to complete initial service in the Imperial Guard, the initial requirements for the Order of the Guardian, Order of the Imperium, and Order of Aksum. His form of address is Imperial Highness

That, Jayster Shinn is reinstated a Baron, upon the request of Princess Katy Hemby's. He is under the rule and auspices of the Sovereign House of Hemby.

Both individuals as nobility are subject to the rules, protocols, and duties of their status.

I, Rasim, Sovereign of the Imperium, in the presence of this Imperial Magnus, do decree the following:

That, this decree takes precedene and supercedes all prior decrees related to Officers of State.

The Grand Viceroy has authority of the management and conduct of the Officers of State and is granted Imperial Warrant to descipline as necessary within the Constitution, Laws, and Polices of the Imperium.

All Grand Officers are answerable to and subordinates of the Grand Viceroy. They can be moved or removed with or without cause by the Grand Viceroy. Grand Viceroy will assume the vacant position if there is no designated replacement. It is expected that the Grand Viceroy uses justice and fairness when disciplining a Grand Officer.

All Officers of State shall not allow personal issues to be aired in the public. Use of private or direct messaging is expected.

The titles listed with the above names are the minimum titles used. Officers of State shall not publicly refer to each by their first names and always with title.

I, Rasim, Sovereign of the Imperium, as Supreme Councillor, in accordance with the Constitution, declare the following appointments to the Grand Imperial Council

Upon the reactivation of the position of Grand Archon, the incumbent shall serve on the council.

The Grand Imperial Viceroy, as Executor of the Imperium, shall control the activities of this council on behalf. He may designate his immediate assistant and alternate through a prime dictate.

Imperial Decree #31: Imperial Tribunal

These individuals are charged with interepreting laws, decrees, and the constitution. They may at anytime conduct judicial review of an action taken by the Imperial Assembly, the Imperial Administration, or state government.

Imperial Decree #32: The Imperial Chambers

I, Rasim, Sovereign of the Imperium, decree the following:

That, the Imperial Chambers is formally established as the Offices and staff that support the monarchy and Imperial Family. The office is led by the Grand Chamberlain, a Grand Officer of State who serves as the Chief of Staff to the Sovereign and Grand Imperial Viceroy. The Officers of the Imeprial Chamber include:

The Grand Chamberlain: the Sovereign's and Grand Viceroy's Chief of Staff; Head of the Imperial Chambers, Chair of the Council of Nobles and Marshal of the Imperial Court

The Lord/Lady Privy Secretary: The deputy grand chamberlain and secretary to the Emperor. Oversees the Imperial Purse, the Imperial Archivist, and the Chief of Arms. Custodian of the Imperial Seal, Coat of Arms, and Emblems

The Director General of Communications: Leader of the Imperial Communications Agency, and the Chamber's Public Information Office. Responible for maintaining the web presence of the Imperium

The Inquisitor General: Leader of the Office of Imperial Compliance and Accountability, responsible for reviewing, analysing, and investigating government compliance. Conduct investigations of misconduct of the nobility.

Chancellor of the Orders: Responsible for administering ceremonies for investiture and assisting with the management of the various orders both honorable and actual.

Marshal of the Diplomatic Corps: Serves as the Sovereign's link to the visiting diplomats.

Chief Aide de Camp/Shield Bearer: Serves as the head of Sovereign's personal security detail. Leads the Aide de Camps assigned outside of the Imperial Guard.

The management and supervision of the Chambers is under the Grand Chamberlain who answers to the Sovereign and Grand Viceroy. Issues related to an office of the Chambers should be reported to the Grand Chamberlain.

The Chambers are an arm and an extension of the Sovereign. Those conducting missions or functions are doing so on behalf of the Sovereign and in his name. This decree serves as an Imperial Warrant granting the above listed individuals unencumbered access to all parts of the Imperium. Anyone found delaying or impending an action by the Chambers shall be in violation of law. It is expected that issues should be resolved no higher than the Grand Officer in charge.

No member of the Imperial Chambers may serve in the three branches of government, unless an exception is granted by the Sovereign or the Grand Viceroy.

The following individuals are appointed to the Chambers Marquis Heath Petraeon as Grand Chamberlain Baron Triston Love as Privy Secretary Baronness Adorra Dakaeon as the Director General of Communications Count William Sang as the Inquisitor General.

Imperial Decree #33: The Imperial Assembly

I, Rasim, Sovereign of the Imperium do decree the following related to the Imperial Assembly

That, I accept the election of Lady Nique Skylark as the Grand Steward

That, I accept the selection of Lord Arnia Doucet as the Grand Steward Pro Tem

That, I accept the election of the following as representatives in the Imperial Assembly as indicated:

To a 1 year term: Arnia Doucet Horus Andrus Dawn Sang Aryana Best Miko Nakamura Clem York David Conn

That, in the first session, the Assembly will select Chairs of the following committees for the purpose of administration oversight and review: Committee on Administration and State Committee on Finance and Commerce Committee on Justice Committee on Education and Social Services Committee on the Interior

That, per the Constitution the Grand Chancellor is directed to address the Assembly on the Administrations plans and submit any proposed measures for the Assembly's consideration, within the first two weeks of Assemblying

That, the Assembly shall develop its rules of procedures, including how the Administration submits measures for consideration.

Further, that, the individuals who have not posted their oaths shall not be entitled to a vote in the Assembly until that has been done.

Imperial Decree #34: The Imperial Administration

I, Rasim, Sovereign of the Imperium, do hereby decree the following related to the Imperial Administration

That, I accept the continuance of Baron xxxx xxxxx as the Grand Chancellor,

That, I accept the election of Baron Jayster Shinn as the Vice Grand Chancellor;

That, I accept the following individuals as members of the Cabinet:

Chancellor of State: Sir Stoney Skytracker Chancellor of Justice: Dame Zaviera Hope Chancellor of Education and Social Services: Baron Conrad Skylark

That, I direct the administration to nominate individuals to fill the vacancies. That, the Administration shall submit to the Assembly appointments for Ministers That, the Grand Chancellor shall submit an address to the Assembly and measures for it to consider within the the first two weeks the Assembly is in session.

That, the Grand Chancellor, for diplomatic purposes is considered the head of government and I grant the Chancellor of State and Imperial Warrant to act as an Imperial Herald and Ambassador at Large, with the authority to negotiate treaties subject to my approval.

Imperial Decree #35: Changes to Imperial Decree #16, the Imperial University

I, Rasim, Sovereign of the Imperium, do hereby decree the following updates and changes to Imperial Decree #16

That, the Imperial University of Aksum is re-established as the flagship education organization of the Imperium.

That, the main campus is located in Aksum City.

That, any new campuses shall be determined by a Board of Trustees.

That, the Board of Trustees shall be granted the authority to set policies for the University.

That, the Chancellor of Education and Social Services shall serve as the Chairman of the Board of Trustees.

That, the Board of Trustees Membership is changed to: three members selected by the Imperial Assembly; two Citizens nominated by the Grand Chancellor on the advise and consent of the Imperial Assembly, who are not affiliated with the legislature or hold the rank of Minister or higher in the Administration; and one appointed by the Grand Viceroy.

That, the University Administration, consisting of a President, Vice President for Academic Affairs/Provost; Vice President of Administration/Chief of Staff; Vice President for Student Services; and the staffs under them, shall manage the day to activties of the university.

That, the Board of Trustees shall select a President, who shall nominate to the Board the Vice Presidents listed above, and shall have authority to approval appointments made by the Vice Presidents.

That, the University shall have the following colleges lead by a Dean, nominated by the Provost and appointed by the President: College of Arts and Sciences for the study of the social sciences; College of Defense and Security Studies for individuals wishing to be Imperial Guard Officers; College of Science and Engineering for builders, scriptors, etc.; and College of Law to train the legal profession

That, additional colleges may be established if approved by the Board of Trustees

That, there is no expectation for this to be running 100% within the week.

Imperial Decree #43: The Grand Imperial Council

29 Jan 2018, 15:16 I, Rasim Aeon, taking from the Constitution of the 5th Imperium, do hereby decree the following:

That, a Grand Imperial Council, is established consisting of the Grand Sovereign, Grand Viceroy, Grand Marshal, Grand Chamberlain, Grand Archon, Grand Chancellor, the Grand Steward, and the Heir Apparent

That, the Grand Imperial Council shall have the power to act as any branch of the Imperial Government (Legislature, Judiciary, and Executive). Review all laws passed by the Legislature and signed by the Head of the Executive Branch prior to gaining Imperial Assent. Settle disputes between Branches of Government. Make regular recommendations to the Emperor or anything covering the stability and governance of the Imperium. Serve as the Regency Council of the Imperium when there is no heir or regent.

That, All members of the Imperial Council shall recite the following Oath of Office: I, (name), will faithfully execute the office of His Imperial Majesty's Councillor of the Aksum Imperium, I pledge my loyalty and fealty to the Emperor of the Imperium; will to the best of my ability defend the integrity of the Imperium, bear true faith and allegiance to the same, that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will faithfully discharge the duties of the office on which I am about to enter. That, all matters discussed in Imperial Council are confidential until the final decision is made;

That, no council member shall impugn the integrity of another council member.

That, each council member is granted immunity from prosecution but is subject to the discipline of this Imperial Council, the Imperial Magnus, or Grand Sovereign for any violation of Imperial Law.

Imperial Decree #44: Council of Government

I, Rasim Aeon, do further decree the following related to the Imperial Council of Government. The Imperial Council Government supports the Grand Viceroy in his role as Head of Government. In accordance with Imperial Decree #38 the following are members of this council: Lord Grand Imperial Viceroy: Duke Nemesis Sass as Chairman His Imperial Highness, Prince Cebiscus Aeon, Lord Chief Minister: Baron Jayster Shinn Lord Chief Magistrate: Count Xavier Reikaz Lady Speaker of the Assembly: Baroness Nique Skylark All laws passed by the Assembly are sent to the Chief Minister for approval or veto. If the Chief Minister approves, the Grand Viceroy submits to the Grand Sovereign for Imperial Assent. If the Chief Minister vetos he/she must state why and recommend changes. The bill then it goes back to the Assembly to consider the changes or with a 2/3 vote of all members, override the veto. If the Chief Minister does not respond within 7 days the Council of Government shall consider the bill and recommend approval or disapproval. If approval is recommended then the GIV requests Imperial Assent. If it is not recommended for approval, the bill dies and the Assembly may reconsider it. If there is an issue between the seperate branches under the Imperial Council of Government, it is handled first between the senior member of each branch involved and if not resolved there, it is handled by the Council of Government. The Imperial Council of Government can recommend prime dictates to the Grand Viceroy. The Grand Viceroy can issue Prime Dictates to establish policy and procedures for the Council of Government. Imperial Decree #45: Executive Branch of the Imperial Government

I, Rasim Aeon, Grand Sovereign of the Aksum Imperium, do hereby direct the establishment of an Imperial Council of Ministers consisting of the following positions

Chief Minister: Oversees the activities of the counci members, chairs council meetings, develops policies for the executive branch; serves as the chief executive officer of the Imperial Government; submits legislation to the Imperial Assembly; submits approved bills to the Imperial Council for Imperial Assent; may veto bills submitted by the Imperial Assembly, which can be overidden by 2/3 vote. He/she is responsible to the Grand Viceroy and the Grand Sovereign. Selection for this position shall be determined by decree. Vice Chief Minister: Assist the Chief Minister in executing his/her duties; acts as Chief Minister in the prolonged absence of the Chief Minister; and performed other duties assigned. Minister of Imperium Affairs: Manages the Department of Immigration (which handles recruiting and retention of citizens and the Census), Department of Regional Affairs (oversee relations with, between, and among the states); the Department of Organizational Affairs; and the Department of Elections and Ethics. Minister of Foreign Affairs : Oversees the Department of Consular Affairs (which manages embassies); Department of Treaty Management; and Department of Inter-micronational affairs. Minister of Finance : Oversees the financial matters for the government, develops the government budget; oversees the Department of Revenue, the Department of Currency, and the Department of Customs Minister of Justice : Also called the Attorney General, who leads the Prosecutor General (oversees office of Imperial Attorneys); leads the Solcitor General (represents the government/executive branch in Court); and the Advocate General (provides assistance to Citizens, includes Trial Defense Service). Minister of Commerce: Oversees the Department of Trade, the Department of Science and Technology, and the Department of Guilds Minister of Education: Oversees the flagship university, all colleges, schools, and education programs in the Imperium. Person shall serve as the President of the Imperial University Minister of Social Services: Oversees programs and epartments responsible for providing assistance to Citizens Minister of Interior: Oversees the Department of Transportation, Department of Public Works, and Department of Engineering and Construction Minister of Public Safety: Appointed by the Grand Marshal. Operationally responsible to the Director General of the Imperial Police; oversees non-military police and emergency functions. Coordinates with other members of the council. Minister of the Imperial Civil Service: Oversees the permenant members of the executive branch, including recruiting, hiring, and assignment. Council Secretary: Administrative Officer of the Council; maintains records; serves as Chief of Staff to the Chief Minister. Non-voting member of the Council

The above are the minimum required to operate the Executive Branch, the Chief Minister may propose additional departments and ministries, subject to the advice and consent of the Imperial Assembly and Imperial Assent.

Prior to acting on a bill from the Imperial Assembly, The Chief Minister shall discuss in this council. A majority vote shall be taken on the action.

2/3 of the members of this council may vote to determine the incapacity of the Chief Minister. If found incapable for whatever reason the Vice Chief Minister shall submit to the Grand Viceroy who shall determine whether to suspend, remove, or refer to the Imperial Assembly for action.

The Grand Viceroy may remove any member of the Council for cause. Said member may appeal to the Imperial Council.

Department heads are nominated by the Minister overseeing them, and approved/appointed by the Chief Minister.

The Chief Minister shall provide a quarterly report of the activities of government, including any proposals to the Imperial Assembly. Those reports shall occur at each equinox and solstice.

Imperial Decree#46: Foundation Week

I, Rasim Aeon, Grand Sovereign of the Aksum Imperium, hereby decree a week long celebration for the founding of the Imperium.

During this celebration all prior crimes against the Imperium shall be absolved, provided that individuals have made three posts during this time. The posts must be of substenance, can not berate, insult, or speak negatively about the Imperium or any Citizen. Crimes are absolved but prior appointments and honors are not restored.

During this time, I will listen to any and all petitions in the throne room; does not mean those will be granted. I will listen to them.

During this time, I will award individuals for service over the last 11 years. Yes, we missed the 10 year anniversary……

All patents of nobility, grants of knighthood, and any imperial warrants issued are subject to review, and potential dissolution based on involvement and history.
