Imperial Decree #76: Elevation, Reinstatement, and Establishment of a House
I, Rasim, Emperor and Grand Sovereign, in Council with the Soveriegns of the Imperium and upon the vote and recomendation of the same, I do hereby the following:
1. That, Count Jayster Shinn, with faithful service to the Imperium and to the Sovereign House of Hemby, and upon recommendation of the Matriarch of that Sovereign House is named the Head of the Noble House of Shinn under and subject to the House of Hemby.
2. That upon reinstatment of nobility, Decimuss Silverweb, who has recently returned from a spiritual sojourn, after long and faithful service to the Imperium and to the Imperial House of Aeon, is reinstated as Head of the Noble House of Silverweb under and subject to the House of Aeon.
3. That after careful consideration and deliberation of the historical participation and involvement, long and faith service to the Imperium and to the Imperial House of Aeon, Prince Nemesis Sass is designated a Sovereign of the Imperium and Patriarch of the Sovereign House of Sass, pending a confirmation vote of the Imperial Assembly or the Imperial Magnus.

Imperial Decree #77: Enofflements, elevations, and appointments
I, Rasim Aeon, as Emperor and Grand Sovereign of the Imperium, grant the following appointments:
That, Decimus Silverweb is designated a Count of the Realm, and upon claiming of land shall be known as Count Decimus Silverweb of said land, or Count (name of land). He is authorized and directed to claim and build up holdings. Further, Count Silverweb is appointed as the Imperial Chancellor of State pending confirmation of the Imperial Assembly, until them he shall act in that role.
That, Baroness Adorra Dakaeon is appointed as Chancellor of Communications and Media, pending confirmation of the Imperial Assembly, until then she shall act in that role.
That the current members of the Imperial Cabinet shall remain in place and resubmitted to the Imperial Assembly by the Chancellor of State or Grand Viceroy for reconfirmation. Those individuals are: The Chancellor of Imperium Affairs: Stoney Skytracker; Chancellor of Justice: Zaviera Hope; and Chancellor of Education and Social Services: Conrad Skylark.

Imperial Decree #78: The Imperial Service
I, Rasim Aeon, Emperor and Supreme Commander of the Imperium, do hereby decree the following organization structure:
1. That, the history of the Imperium's martial and security forces, emanated from the few who accompanied the Emperor in exploration in the form of an Imperial Guard. That from this Imperial Guard the Imperial Armed Forces, Imperial Police, Imperial Intelligence, and an Imperial Guard were formed under the Grand Marshal Varon Vanderperck and Cayleb Nuubert.
2. That, in keeping with the original history of the Imperial forces, I formally establish the Imperial Service, maintaining its lineage from its immediate and original predecessor , The Imperial Guard. All members have served honorable will be recognized as such.
3. That, The Imperial Service, is the agency of the Imperium responsible for its security, protection, and defense and answerable to the Emperor as Supreme Commander. Under its control are the following Branches: The Imperial Military, Imperial Police, Imperial Intelligence, and the Imperial Guard.
4. The Emperor is the Supreme Commander of the Imperial Service and consequently the Supreme Commander of each branch. All troop deployment and disposition orders, including declarations of war, fall within the Imperial Prerogative and are issued as Imperial Orders, which must be signed by the monarch. The Emperor appoints members of the Imperial Security Council to advise and develop Imperial Security policies. The Emperor appoints a Grand Marshal (GM) as the highest ranking commissioned officer in the Service, to lead on his behalf the Imperial High Command and delegated day to day operational command of the Service from the Imperial Service Headquarters (ISHQ). While the Imperial Security Council services as an advisory body, operational orders are passed from the High Command, with the consent and in the name of the Supreme Commander, through the Commanding Officers of particular commands and Chiefs of particular Branch Staffs to operating units or formations. The Emperor appoints all flag ranked officers and positions, and delegates to the Service to develop a procedure for promotions and assignments below flag or imperial rank and positions.
5. The High Command of the Imperial Service is the senior body of the Imperial Service. It meets to advise the Supreme Commander on matters concerning the command, control, and administration of the Service. The High Command is chaired by the Emperor or Regent and consists of the Grand Marshal, Vice Grand Marshal, The Chief of the Imperial Staff, the Chiefs of each Branch, the Commander of the Service Strategic Command, the Commander/Superintendent of the Imperial Training and Education Command, Commander of the Service Reserve Command, the Adjutant General of the Imperial Service (TAGIS), the Judge Advocate General of the Imperial Service (TJAGIS), the Inspector General of the Imperial Service (TIGIS), and the Chief Enlisted Adviser of the Imperial Service (CEAIS).
6. The Imperial Staff is the Central Organ of the Service administration and oversees operational management of the forces under the High Command. Each subordinate branch and command is authorized a separate staff to coordinate with the Imperial Staff. The staff is organized by function, with each directorate and operating agency overseeing a specific area, and reporting to the Chief of the Imperial Staff.
7. The Service Strategic Command exercises command of all combined forces of the Imperial Services specifically assigned to a System Command and any expeditionary commands or task forces.There are currently 3 authorized System Commands: Aksum Prime Command (APCOM), Secundaria Command (SECUNCOM), and Tercera Command (TERCOM). The each are responsible for the combined operational efforts in each perspective system.
8. The Service Reserve Command exercises command of individuals who have volunteered to be reservists of the Imperial Service. The reservists can be a part of any branch or work in any command, and is only required to report every six months for muster and/or training. Individuals who have retired but wish to maintain the retired rank are assigned to the Imperial Reserves. Individuals on a leave of absence from the Imperial Service are assigned to the Imperial Reserves. The Grand Marshal approves exemptions to the reporting requirement for individuals on LOA or that are retired.
9. The Imperial Training and Education Command operates the Imperial Service School and Academies; and any and all training bases and depots not specifically assigned to a service.The Imperial Service Corps of Cadets is a subordinate organization of this Command and led by a Commandant. This commands coordinates with the TAGIS for recruiting and assignments of graduates. Service members attending classes will be TDY from their duties during the class.
10. The four Branches of the Imperial Service are led by the Chief Marshal of the Military, Commissioner General of Police, Knight Grand Commander of the Imperial Guard, and Director General of Intelligence and Security. Except where state otherwise, they each are responsible for the organization, training, and maintenance of their assigned service members and equipment. They are further tasked with ensuring System and Expedition Commanders have the forces required to conduct Imperial Service missions and objectives.
11. The Adjutant General of the Imperial Service is the Chief Administrative Officer of the Imperial Service and is responsible for recruiting and assigning personnel to the services. He/she serves or designates a subordinate to serve as the Director of Personnel on the Imperial Staff. The Adjutant General maintains records of the Imperial Service and its official manning documents. The TAGIS authenticates directives issued by the Supreme Commander and or the Grand Marshal.
12. The Judge Advocate General of the Imperial Service is the Chief Legal (RP) of the Imperial Service. He/she oversees the military justice system, oversees the various Judge Advocates throughout the service, is the Commandant of the IS JAG Corps, and in coordination with the TAGIS assigns JAG personnel as required.
13. The Inspector General of the Imperial Service is the eyes and ears of the Supreme Commander and Grand Marshal for efficiency, accountable, and fairness. He/she oversees the various Inspector Generals throughout the service, is the Commandant of the IG Corps, and in coordination with the TAGIS assigns IG personnel as required.
14. The Chiefs of Staff of each Branch and IS Command may meet to discuss and coordinate administrative procedures and recommend directives and policies. When this body meets, the Chief of the Imperial Service Staff is the senior officer and has precedence.
15. The senior enlisted service member will be assigned as the Chief Enlisted Advisory of the Imperial Service (CEAIS). He shall represent enlisted service members in the high command and will have input in all decisions directly affecting enlisted personnel. The Senior Enlisted Adviser of the branches and commands may meet and form a Senior Enlisted Advisory Council chaired by the CEAIS. The CEAIS is the top of the Enlisted Support Chain and ensures the Chain of Command is properly used. The CEAIS shall have input in the assignment of the senior enlisted advisers of the branches and commands, and consequently the senior enlisted advisers of each branch and commands shall have the same within their formations. The CEAIS also has a vote in the selection of the Commandant of the Imperial Enlisted Academy. 16. The Grand Marshal is authorized to proceed with the reorganization of the Imperial Service.
Imperial Decree #79: The Imperial Assembly
I, Rasim Aeon, in keeping with the promise of allowing an elected voice for the people of the Imperium and in accordance with the Imperial Constitution, do hereby establish the following:
The Imperial Assembly as the Legislative Branch of the Imperial Government
1. The membership shall be comprised of Nobles, below Duke, elected by the Council of Nobles (unless prohibited by the Constitution because of other positions/roles), 2 Senators from each system elected by Citizens residing in those systems (grids), and Representatives equal to the sum of the total Nobles and Senators elected at large by the Citizens. The maximum size of the Assembly shall never exceed 100 members. If the calculation of nobles+senators=representative exceeds 100, the number of Nobles will be reduced in order to meet the criteria. Systems will not reduce representation to meet the criteria. A 2/3 vote of an Imperial Magnus or an Imperium Plebescite (all citizens vote) called by a 2/3 vote of the Imperial Assembly may adjust the size of this body. The Emperor will not solely change the number and must allow one of the two actions take place. The minimum size of the Assembly shall be 13.
2. Assembly Leadership The leader of the Imperial Assembly when the Grand Sovereign is not presiding shall be styled the Grand Speaker, or just Lord/Lady Grand Speaker. They shall be elected by majority vote and preside over the Imperial Assembly. He/she shall represent the Imperial Assembly; appoint committees of the Assembly; Chair the Executive Committee of the Assembly; and oversee the Secretariat of the Assembly. He/she shall sit on the Council of Government and any other body designated by the Grand Sovereign, Grand Viceroy, or Imperial Laws or decrees. The Emperor will only appoint the Grand Speaker in case of inactivity of the Assembly or in casting the vote to break the tie of an election.
2.1 Vice Grand Speaker. The Imperial Assembly shall elect a Vice Grand Speaker from one of its members to act in the absence of the Speaker.
2.2. Removal of Leadership. The Imperial Assembly shall have the right to remove, censure, or punish the Grand Speaker or Vice Grand Speaker by 2/3 vote, for whatever reason as determined by decree or statute.
3. Executive Committee
The Executive Committee of the Imperial Assembly shall establish the rules of procedure for the Imperial Assembly, appoint its committee chairs; set the legislative schedule for the Assembly; and appoint the Chief Clerk of the Assembly and members of the Secretariat. The Grand Speaker shall chair this Committee. This committee shall consist of the Grand Speaker, Vice Grand Speaker, and the Standing Committee Chairs of the Assembly.
4. Secretariat The Secretariat shall support the work of the Assembly, and shall be organized by the Grand Speaker, in council with the Executive Committee. It shall be supervised by the Chief Clerk of the Assembly.
5. Election
The election of Representatives to the Imperial Assembly shall take place every six months, one month before the solstice with one-half (1/3) of the seats up for election at any given time. A decree or statute shall determine procedures, time and place, and number. The election of Senators shall take place alternately every six months. In the election immediately after this decree, the person receiving the highest votes will serve for one year and the second highest shall serve for six months.
6. Rights and Privileges.
Each person holding a seat in the Assembly shall be entitled to use the moniker, Member of the Imperial Assembly or MIA. MIAs may not be removed from office except by two-thirds (2/3) vote of the Imperial Assembly. A MIA vacates his/her seat if he/she fails to vote on three consecutive bills, he/she resigns from office, if he/she is elevated to the noble rank of Duke/Duchess; or renounces Citizenship. Any at large representative seat vacated during a session shall remain vacant until the next period. In the case of Senators, the relative System Viceroy shall appoint a replacement with the approval of the System Assembly if one be in place.
7. Eligibility and Restrictions
Except where provided by law, decree, or the constitution, anyone eligible to vote in the Aksum Imperium is eligible to hold the position of Member of the Imperial Assembly. However, a noble in the rank of Duke/Duchess or higher; a member of the defense or security forces; and anyone charged with a high crime or adjudicated by the Imperial Judiciary as such, shall not be eligible for membership.
8. Powers
The Imperial Assembly shall have the power to introduce bills to appropriate revenue or moneys; conduct votes of confidence in the government except during a Magnus; that affect the establishment of political structures; make recommendations for the declaration of war; serve as a court of impeachment for, Viceroys, Chancellors, Ministers, Imperial Magistrates and Judges, except the Grand Magistrate; provide advice and consent on matters related to the Imperial Cabinet, Chancellor and ministerial appointments made by the Grand Viceroy or Chancellor of State; and anything affecting the Assembly; and the structure of the Judiciary.
9. Limitations
The Assembly is prohibited from passing any law: that involves the cost of land in the Imperium; the attainment of territory; ex-post facto laws; bills of Attainder; conclude military capitulation or surrenders; that infringes on the expressed and inherent prerogatives, duties, and responsibilities of the Emperor; nor any that affects the defense and security forces of the Imperium or the Imperial Chambers/Household.
10. Voting
All votes of the Assembly shall require majority, except those that: are taken while as a Court of Impeachment; establishing political structure; recommendations to declare war; amendments to the constitution, which shall all require a two-thirds (2/3) vote. There must be a quorum of 50% of the members for a vote to be valid. All official votes shall be conducted and recorded on the official forum.
11. Sessions
Sessions of the Imperial Assembly shall last for three months beginning and ending on the solstices and equinoxes. The Imperial Assembly may by two-thirds (2/3) vote stand a recess during a session. The Emperor or Grand Viceroy may convene the Imperial Assembly at any time to deal with an issue.
12. Location.
The Imperial Assembly shall meet in the capital city. However, may assemble elsewhere by Imperial Decree, the call of the Grand Speaker, or 2/3 vote of the Assembly. All meetings must be conducted on Imperial property (land, forums, servers, etc).
13. Account of the General State of the Imperium
At the first meeting of each session the Grand Viceroy, Chancellor of State, or a designated Chancellor shall render an account of the general state of the Imperium and of the measures of the Government. The Assembly shall include the measures in its Agenda.
14. Privileges of the Imperial Executive Branch
The Chancellors or Ministers of the Executive Branch may attend the Imperial Assembly without a vote and voice in its proceedings, except to introduce legislation on behalf of the Government.
15. Bills
Any member of the Assembly shall be entitled to introduce Bills and other measures. No Bill shall be passed until it has been posted for at least three days. Government bills introduced by the Grand Viceroy, Chancellor of State or other Imperial Chancellor shall take precedence over private member bills. In the case of a new election or end of a session, all Bills and other measures which have not been passed finally by the Assembly shall be dropped.
16 Procedures.
All bills must receive a majority vote of the Assembly to be passed to the Grand Viceroy. The Grand Viceroy shall present the bill to the Imperial Cabinet for consideration. After consideration by the Imperial Cabinet, the Grand Viceroy can veto or present the bill to the Imperial Council for Imperial Assent. The Grand Viceroy shall have 10 days to act on a bill. If the Grand Viceroy vetoes a bill, it requires a two-thirds (2/3) vote of the Assembly to override a veto. If the Grand Viceroy does not act on a bill within ten (10) days, the bill shall be forwarded by the Grand Speaker to the Imperial Privy Council who shall decide to recommend approval or veto. There is no override of the Emperor’s veto. The bill may be introduced an unlimited number of times after the Emperor’s veto following the above procedures. When a bill has achieved Imperial Assent, it shall be sent to the Cabinet for implementation and posted in the forums and archives as law.
17. Taxes.
No taxes shall be imposed, altered, or repealed except by Statute; nor the government raise a loan except by statute. Taxes may only be approved by 2/3 vote.
18. Naturalization
The Imperial Assembly shall pass laws covering the immigration of Citizens.
19. Rules of Procedure
The Assembly shall establish rules of procedure; including rules governing its conduct of business and maintenance of order. Absent of rules established, Robert Rules of Order shall become the official rules of procedure.
20. Committees
The Speaker shall appoint committees to investigate matters of general importance. Such committees shall have the right to demand information from both citizens and public authorities. Committees shall be structured in accordance with the rules of procedure. Committee membership shall be confirmed by the Imperial Assembly.
21. Subpoena and Discussion
The Imperial Assembly or one of its committees may direct an officer of the government to appear to answer questions. At no time can the Assembly summon a member of the Defense/Security Forces or an officer within the Imperial Chambers without the prior approval of the Emperor or his designee. Any member may request a statement from the Executive Branch.
22. Petitions.
Petitions may be submitted only through a member of the Imperial Assembly
Section 23. Political Parties
Political parties may operate under rules of their design and must follow the laws of the Imperium. The procedure for registering a political party shall be made by statute. No political party has a right to a seat in the Imperial Assembly and political affiliation will not be used as an official tool to manage the Assembly. Political parties may support candidates or issues. However, members of the Assembly are bound by their own conscience.
24. Immunity
The Imperial Assembly shall be inviolable. Except where otherwise stated in the Constitution or a decree, any person who attacks its security or freedom shall be deemed guilty of high treason. Outside of the Assembly, members shall not be held liable for utterances made in the Imperial Assembly except by majority consent of the Assembly.
25. Oath
All members of the Imperial Assembly shall take the following oath: I, (name), will faithfully execute the office of (Imperial Peer, Imperial Senator, or, Imperial Representative to the Imperial Assembly), I pledge my loyalty and fealty to the Emperor of and to the Imperium; will to the best of my ability defend the integrity of the Imperium, bear true faith and allegiance to the same, that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will faithfully discharge the duties of the office on which I am about to enter, By Strength and Courage.
26. I further direct and authorize the Imperial Government to immediately execute this decree, and conduct and oversee elections. Current members are eligible to run again.
27. I further permit Countess Nique Skylark to continue to serve as Grand Speaker until an election of the position takes place.
28. This decree supersedes all previous decrees issued where there may be a conflict.

Imperial Decree #80: Temporary closure of Imperial Government and Court Offices
I, Rasim Aeon, Emperor, Grand Sovereign, and Supreme Commander of the Imperium do hereby decree that the Imperial Government, the Imperial Court and Chambers, and the Imperial Service offices are closed until Sunday, Dec. 1, except for essential personnel. The 48 hour response requirement is suspended until 1200 hours Sunday, Dec 1, 2019.

Imperial Decree #81: Orders of Knighthood
I, Rasim Aeon, Emperor and Sovereign Grand Master of the Orders of Aksum hereby decree the following:
1. Imperial Patronage is granted to the following Orders of Knighthood:
The Most Sovereign and Imperial Order of Aksum as the primary order of Knighthood in Aksum. Membership is nominated by a subordinate or lesser order, the head of a sovereign house, or by direct appointment of the Sovereign.
The Sovereign Ancient and Imperial Order of the Sphinx. Membership is by invitation only. Requests for membership results in automatic disqualification.
The Sovereign and Imperial Order of the Guardian. Membership is through nomination after service in the Imperial Guard or by direct appointment of the Sovereign.
The Sovereign and Imperial Order of the Black and Gold Lion. Membership is for high and long service in the Imperial Government.
The Sovereign and Imperial Order of the Golden Scales. Membership is for individuals wishing to practice law (rp) in Aksum.
The Sovereign and Imperial Order of the Fasces. For long and faithful service as a legislator at the Imperial, State, or local level.
The Sovereign and Imperial Order of the Brazen Eagle. For service in the Imperial Chambers.
The Noble and Imperial Order of the Imperium. For general service in the Imperium. It shall be the main entry point for obtaining nobility and/or knighthood.
The Noble and Imperial Order of the Owl. For those in the education/teaching profession.
2. Any future Orders requesting to be established are submitted to the Office of the Grand Chancellor of Orders, and deliberated by the Grand Council of Orders. All Orders must have a patron in the minimum nobility rank of Duke, who is also a member of one of the Imperial Orders.
3. The following individuals are appointed to the Supreme Grand Council of the Orders:

Imperial Decree #82: Appointment of the Imperial Grand Viceroy
I, Rasim Aeon, as Emperor and Grand Sovereign of the Imperium, in accordance with the Constitution of the same, do hereby decree:
1. That Duke Heath Petraeon, the Grand Chamberlain and Viceroy of Aksum Prime, who has been acting as the Grand Viceroy, is officially relieved of the responsibilities of Grand Viceroy;
2. That Princess Katy Hemby, Matriarch of the Sovereign House of Hemby, having petitioned and being approved, is appointed the Grand Viceroy of the Imperium. She is directed to formally establish the Imperial Cabinet, submitting appointments to the Imperial Assembly per decree and Constitution; she is recognized as the Chair of the Council of Viceroys and shall supervise their activities; she is recognized as the Chief Representative of the Crown;
3. That the new Grand Viceroy appointment is pending the reciting of the proper oath in response to this decree;
4. That the new Grand Viceroy will provide a monthly update to the Crown on the activities of the Viceroys, and the Cabinet.
5. That decisions by the Grand Viceroy may be appealed in this order, to the Assembly, to the Imperial Tribune, and then to the Emperor, violations of this will make the appeal moot and cause it to be ignored.
6. That this decree supersedes all related prior decrees where there is a conflict.

Imperial Decree #83: Resignation and Appointment of the Grand Chamberlain
To all that are present, I, Rasim Aeon, as Emperor, Grand Sovereign, and Patriarch of the Sovereign and Imperial House of Aeon, decree the following:
1. Duke Heath Petraeon is relieved of duty as the Grand Chamberlain of the Imperium, and the corresponding titles of Seneschal of the Sovereign and Imperial House of Aeon, Baron of the Imperial Citadel, and Count of Aksum City. He shall remain the Viceroy of Aksum Prime, and all other titles and honors previously awarded.
2. The Marquis Triston Love is appointed the Grand Chamberlain of the Imperium and retains the title of His Imperial Majesty's Privy Secretary, and The Imperial Keeper of the Seals and Archives. He is received and honored as the Baron of the Imperial Citadel, Count of Aksum City, and Seneschal of the Sovereign and Imperial House of Aeon.
3. The Grand Chamberlain serves as the Monarch's Chief of Staff, all correspondence and communications should go through him or include him. Communication among the Imperial Command Authority is not required to include or go through the Grand Chamberlain. The Grand Chamberlain also serves as the Chief Operating Officer of the Crown Property Bureau any business regarding the Bureau should be directed to him and/or his subordinate offices.
4. All prior decrees regarding the appointment of the Grand Chamberlain are rescinded where they conflict with this decree.

Imperial Decree #85: Winter Solstice 19 Imperial Magnus I, Rasim Aeon, as Emperor, and Grand Sovereign, in accordance with the Imperial Constitution, do hereby decree:
1. The opening of the Winter 2019 Imperial Magnus on the Dec 21, 2019 with the sound of the gavel, or pommel of the Sword of State.
2. Because of the current population, all Citizens are appointed Magnus' and entitled to a seat in this session.
3. The Imperial Throne Room will be closed during the Magnus
4. The Imperial Assembly shall stand at recess until the Magnus is adjourned. Councils and Committees may still meet, however no actions will be taken by the full Assembly.
5. All requested agenda items must be submitted in the Imperial Throne Room or directly to the Grand Chamberlain prior to the Magnus. We shall follow the agenda as stated.
6. All Grand Officers will provide a report of activities since assuming office.
7. Amendments to the Constitution can be submitted to the Magnus.
8. If the business of the Magnus has not concluded on Dec 25. The Magnus will stand at recess until January 2, 2019. Discussion may still be had but no actions will be taken. This will allow those that follow the different faiths and beliefs to do so without worry.
9. The Grand Viceroy and Grand Speaker are appointed 1st and 2nd Co-Chairs. The Grand Chamberlain is the Recorder. The Grand Marshal is the Chief Sgt. at Arms. The Grand Prelate shall be Chaplain. The Chancellor of Justice shall serve as Parliamentarian. Should the matter of censuring or removing the Emperor, the Grand Magistrate shall preside.

Imperial Decree #86: Imperial Economic and Finance Council
I, Rasim Aeon, Emperor and Grand Sovereign hereby announce, decree, and proclaim the following:
1. That, the Imperial Economic and Finance Council is a reinstated and combination of an Economic and a Financial Council. Its members shall consist of the Grand Viceroy, Grand Marshal, Grand Chamberlain, Chancellor of State, Chancellor of Imperium Affairs, Chancellor of Commerce, Chancellor of Finance, Chancellor of Public Works, Chairperson of the Assembly Committee on Finance, Chairperson of the Assembly Committee on Commerce, Chairperson of the Assembly on Finance, and Chairperson Assembly Committee on Public Works. Its duties are to recommend economic policies to promote the economy of the Imperium.
2. That, the policies are to be submitted to the Imperial Assembly for review and made into law upon the vote of the Imperial Assembly. I reserve the right to issue a decree as necessary
3. That, decisions made by this council are made by a majority vote.
4. That, any item the Emperor presents to the Council for consideration shall be priority over any others.
5. That, the Council may establish committees to do its work.
6. That, the Council is authorized a staff as determined by the Council and an approved in the Imperial Budget. Until then, the Grand Chamberlain shall provide the staff from the Chambers.
7. That the Imperial Bank 1) is reestablished to execute monetary policy made law, and under the over site of the Imperial Economic and Finance Council and the Assembly Committee on Finance.
8. This decree may be amended or added to by an act of the Assembly made into law.

Imperial Decree #87: Temporary Regency
In accordance with the Imperial Constitution, I have notified the Council of Sovereigns of an upcoming absence from the Imperium. During this absence The Council of Sovereigns with the Grand Viceroy as Chair shall act as a regency council. The Grand Viceroy is designated as the Chair for the remaining of the Magnus. My absence shall be short. If during this time, the Grand Prince becomes active again and renews his interest he shall be added to the Regency Council, until that council agrees to make him Regent. Imperial Decree #89: Response to petition brought by B. Steel .
I, Rasim Aeon, Grand Sovereign and Emperor, in the presence of this Imperial Magnus and sitting as the Supreme Magnus do hereby decree that: Bxxx Sxxx of Secundaria presented a petition it appears to the Sovereigns and that the Sovereigns denied the petition as it was not their place to consider. Recognizes that the petition asks to close any matter regarding Axxxx, which I am going to assume is Axxxx Nxxxx, as we are a first and surname using nation; and that Mr. Steel further expresses the hope to carry on the mantle of the above; Reminds all that when the House of Nxxxxx was closed and stripped of its priviliges and the name Nxxxx stricken from the rolls, it was determined that it would never be spoken again in Aksum. All matters regarding Axxxx Nxxxx and any relationship to him are ordered closed, no further discussion was to be had on the topic by a member of the Imperial Court, any Noble, nor the Imperial Service. So, in that case the petition is both accepted and denied. Accepted in the sense, that all mentions of the name shall be stricken. Denied because this should have already been done and there is no mantle to take on. Further, because Mr. Steel took on a self-appointed, yet emotional and physically hard task of removing Axxxxx Nxxxx from this plane of existence he is promoted to Scribe in the Order of the Imperium and the Family Steel is recognized as a Clan Steel and Bxxxx Sxxxx as the Clan Chief. It shall be a violation of Imperial Law if any Knight, Noble or member of the Imperial Court found from this day forward speaking of said issue shall be stripped immediately of all their titles and positions; that any Full Citizen or Citizen found doing the same shall become Residents and required to request elevation by petitioning the Tribunal. And that, this matter is only subject to appeal during an Imperial Magnus, without restriction on the number of appeals. Imperial Decree #90: Response to petition from the House of Sang
I, Rasim Aeon, Grand Sovereign and Emperor, in the presence of this Imperial Magnus and sitting as the Supreme Magnus do hereby decree that:
Baroness Dawn Sang, the High Lady of the House of Sang, petitioned to replace herself with Ivan Sang as the High Lord of the House of Sang, and that they be allowed to return to being a Sovereign House.
That, I have discussed this with the current Sovereigns, and accept the vote and their recommendation to make the House of Sang a Noble House, with the task of rebuilding its House by sponsoring Families, recruiting Citizens,serving in the different pillars of the Imperium, and meeting the obligations previously agreed upon.
So therefore, Ivan Sang, formally Duke Ivan Sang, who was pardoned by this Magnus is reinstated in the Nobility as a Count and is accepted with the support of the Council of the House of Sang as the High Lord of the Noble House of Sang. Previously discussed terms are still in effect.

Imperial Decree #91: Approval of updated Imperial Service Code of Justice
I, Rasim Aeon, as Supreme Commander of the Imperium and its Services do hereby decree:
1. The updated Manual for Court Martial (IMCM) and Imperial Service Code of Justice (ISCJ) are approved upon complete posting in the Imperial Code.
2. That the Grand Marshal may proceed with operating under the approved IMCM and ISCJ only after the confirmation by the Judge Advocate General of the Service, that the document has been posted on the Imperial Archives.

Imperial Decree #92: Update to the Nobility, House, and Clan/Family System
I, Rasim Aeon, Grand Sovereign and Emperor, and in the presence of this Imperial Magnus and sitting as the Supreme Magnus do hereby decree the following:
1. Nobility That the following are the approved nobility ranks and addresses: Emperor/Empress (Imperial Majesty) Imperial Prince/princess (Imperial Highness) Grand Duke/duchess (Imperial Grace) Archduke/archduchess (Royal Grace) Prince/princess (Highness) Duke/duchess (Grace) Grand Marquis/marquess (Excellency) Marquis/marquess (Excellency) Count/countess (Lord/Lady) Viscount/viscountess (Lord/Lady) Baron/baroness (Lord/Lady) Baronet (baronet) Knight (Sir Knight/Lady Knight)
Nobility in the rank of Duke/Duchess are still restricted from serving in the Imperial Legislature unless appointed as the Grand Speaker.
When considering new nobility recommendations the Council of Nobles will consider time in the Imperium, positions held (and for how long), contributions, knighthood rank, land owned, and forum posts.
I retain the Imperial Prerogative to make and remove nobles and adjust this decree at will. The Council of Nobles, chaired by the Grand Steward, is delegated the authority to approve requests for new Houses, and may make recommendations for higher level Houses.
The title of King or Queen will no longer be used. Leaders of the Sovereign Houses shall be entitled His/Her Imperial Highness, and made Imperial Prince or Princess.
2. Houses/Families/Clans There shall only be 13 Sovereign Houses. Except for the ruling Sovereign House, each Sovereign House shall only have 3 noble houses, including the Sovereign's Noble House. The Ruling Sovereign House may hold more than 3 noble houses as a holding location, but that number will not exceed 8. Once there are 13 Sovereign Houses and 39 Noble Houses, no more petitions will be accepted.
A minimum of two Noble Houses may come together and petition to established a Sovereign House. They must meet the requirements issued within the set amount, if the recommendation is accepted by the Council of Sovereigns. The Emperor is the final approval for establishing a Sovereign House. The recommendation from the Council of Sovereigns shall be weighed heavily.
If 13 names have not been designated then the name of the Sovereign House shall be proposed and submitted with the petition.
Sovereign Houses may occupy land on any System but must declare a home system. Some positions will specifically be hereditary to a Sovereign House or rotated.
The levels of each social group/family/house are: Sovereign - Minimum of 750 combined posts to requests the status Noble - 600 total combined posts to request an upgrade House - 300 total combined posts to request an upgrade Clan - 150 total combined posts required to declare a clan Family - 100 total posts minimum to declare
The Emperor may make exceptions to the levels and does not delegate this authority to the Council of Nobles. Having the requisite number of posts is only one facet of recognition.
Once the financial system is established fees will be required.
The maximum number of family names allowed shall be determined by a law initiated in the Imperial Assembly.
The surname system shall be as follows family, Clan, House, Sovereign House. Citizens may only use the name of a societal structure when formally recognized by that Houses (either by forum group entry, or inclusion by head of house during a census. A citizen who is in a family that is adopted, sponsored by a house can would use the family name followed by the clan or House name. For example if John Doe of the Doe Family is a member of the House of Smith, his full name would be John Doe Smith. Houses shall develop their own internal procedures.
All Families must register with their System Government and complete the Imperial Census when done. Houses who fail to have 100% completion of an Imperial Census shall lose its status as a House.
Houses shall set rules and a governing structure inherent to their members. The Imperial Administration is directed to establish space on official Imperium media/medium for the use of recognized Houses and Families
The titles of each societal structure and minimum nobility/citizenship rank to lead are as follows: Family - Matriarch/Patriarch (Citizen) Clan - Chief (Full Citizen) House - Lord (Baron/Baroness) Noble House - High Lord (Count/Countess) Sovereign House - Sovereign Lord/Lady (Duke/Duchess

That, I recognize that the leaders of two Sovereign Houses, has agreed to sponsor to the merging of two families/clans from the two different houses, and recognizing the union of Lady Knight Jadia York of the Sovereign House of Solace and Sir Knight Delmar Marshal of the Sovereign House of Babylon;
I do hereby accept the petition to establish the Minor House of Marshal under the leadership of the Noble House of Sass and I place Clan York under the leadership of the House of Marshal.

That Sir Stoney Skytracker, a Brigadier in the Imperial Army, on the approved request of the Grand Marshal is promoted to the rank of Major General and on the approved request and recommendation of the the Grand Viceroy is appointed as the Grand Chancellor and consecrated a Baron, and head of the Minor House of Skytracker under the Noble House of Hemby.
2. That, Sir Delmar Marshal and Lady Jadia York-Marshal are ennobled as Baron and Baroness.
3. That, the promotion of Knight Commander Jadia York to the rank of Knight Marshal and relieved of duty as the Adjutant General of the Imperial Service and assigned as the Chief of the Imperial Service Staff
4. That, the promotion of Commodore Christopher Firehawk is further assigned as the Adjutant General of the Service
5. That, the promotion of Marine Brigadier and Master Knight of the Guard Delmar Marshal to the rank of Marine Major General and Chief Knight in the Imperial Guard.

Imperial Decree #96: Closure of the Imperial Magnus
I, Rasim, decree the formal closure of the Imperial Magnus; and
1. Items not completed during the Magnus are referred to the relevant Branch of Government and Council.
2. The Imperial Throne Room shall reopen on 1 February
3. The Imperial Assembly shall resume on the call and gavel of the Grand Speaker no later than 1 February and no earlier than 28 January.
4. The Imperial Administration is on holiday until 28 January, All Chancellors are expected to post their oaths by 1 February, and their offices open for regular business by the same date. It is directed to develop and submit to the Imperial Assembly the following: the Administration structure (and eventually pay scale and budget); the Imperial Budget (once the financial system is established); Recommendation on the structure of the Assembly the Judiciary, and System governments.
5. All participants of the Magnus are recognized for their service to the Imperium and shall receive the proper commendation from the Crown at a future date.
6. The change of venue is postponed and the Chancery of Communications and Media are directed to review and compare venues and submit for my review by 1 February. Further, upon conducting Maintenance a timely announcement be made. I authorized the use of maintenance mode over the next week to make adjustments as necessary and as directed. No further notice is needed between now and 1 February.

Imperial Decree #97: Imperial Assent to the Imperial Assembly Reorganization Act
His Imperial Majesty, the Emperor Rasim Aeon, Grand Sovereign of the Imperium hereby grants Imperial Assent to the following IA Bill 2020-2-1 to become law.
His Imperial Majesty decrees that
1. The Imperial Privy Secretary ensures the law is properly coded and filed in the Archives. 2. He accepts the recommendation to retain the authority to appoint the leader of the Imperial Assembly. 3. That the new title of the Imperial Assembly shall be Grand Chancellor and the Marquess Nique Skylark is appointed as the Grand Chancellor; and that person shall also serve on the Imperial Cabinet and will present all bills acted on by the Imperial Assembly to the Cabinet for recommendation prior to the Grand Viceroy's acceptance; and that the Grand Chancellor shall only cast a vote to break the tie; and the Grand Chancellor shall serve as the Grand Sovereign's personal representative in the Assembly; 4. The Imperial Administration shall conduct a special election, to elect another At Large Representative to the Assembly; 5. That Baron Stoney Skytracker shall be made the Chancellor of State; 6. That the position of Vice Grand Speaker shall be changed to Vice Grand Chancellor, and is to be elected by the Assembly from the Council Representatives; the Vice Grand Chancellor shall not act in the absence of the Grand Chancellor only as it relates to the Assembly duties; 7. The position of Chairman of the Council of Representatives shall be renamed Speaker, and the current elected Chairman shall become the Speaker. 8. The Council of Representatives shall have the sole authority in the Assembly to originate bills regarding revenue and taxes; the authority to impeach an official of the administration or judiciary prior to consideration of any other body. 9. The position of Chairman of the Council of Systems shall now be known as President. 10. Except where stated otherwise, any bills regarding the Systems originate in the Council of Systems; any issues regarding the appointment and removal of Imperial Cabinet officers shall be considered this Council prior to the full Assembly vote, provided that the Council of Representatives has voted to impeach that official; 11. The position of Chairman of the House of Peers shall be Lord or Lady Chairman/Chairwoman. 12. Bills or issues regarding land and nobility shall originate in the Council of Peers

Imperial Decree #98: Grand Officer update
I, Rasim, as Grand Sovereign of the Imperium, decree:
1. Upon being notified of non Aksum related issued that needed more attention by HIH Princess Katy Hemby, the Grand Viceroy, I have accepted her resignation as such. 2. Princess Katy Hemby is officially reinstated as a Magistrate of the Imperial Tribunal, and retains the leadership of the Sovereign House of Solace. The Marquess Nique Skylark is recognized as the Seneschal of the House of Solace and is elevated to the noble rank of Duchess. 3. HIH Prince Cayleb Nuubert for reasons privately stated has requested to resign as Grand Steward and relinquishes the leadership of the Sovereign House of Gramos and Noble House of Nuubert. He is granted the title of Sovereign Emeritus of the House of Gramos. He has agreed to serve again as a Magistrate of the Imperial Tribunal. Duke Trevor Nuubert is elevated to the noble rank of Grand Duke until the next Magnus. Grand Duke Trevor is recognized as the Sovereign Lord of the House of Gramos and Patriarch of the House of Nuubert. 4. HIH Prince Nemesis Sass is appointed Grand Viceroy and remains the Grand Marshal until further notice. 5. HRH Grand Duke Trevor Nuubert is appointed the Grand Inquisitor combining the roles of Grand Steward and Grand Seneschal until further notice. He is placed on the retired list for the Imperial Service.

In succession to him with the duty to only act when authorized are the Grand Inquisitor, the Grand Chamberlain, the Grand Chancellor, the Grand Prelate, the Vice Grand Chancellor, the Chief Marshal of the Military, the Chancellor of State, and if we ever have to go more than that…something is wrong.
I will be maintaining communications with the Regent and will still make decrees through him.
It is my hope that many of the communications kinks we have been having are fixed or at least a 95% solution and/or a plan to get there. Otherwise changes will be made.
